This program aims to achieve transformative results in maternal health, specifically targeting the reduction of preventable maternal deaths, the elimination of gender-based violence, and the fulfillment of family planning needs. The consultant will provide technical assistance to ensure effective management, monitoring, and reporting of activities under the 'Quality SRH services' component of the CPD. The role involves collaboration with various stakeholders, including the Ministry of Health and community leaders, to enhance the quality of sexual and reproductive health services and to advocate for the rights of women and girls. The consultant will also focus on integrating gender perspectives into health initiatives and will be responsible for leveraging the Norway-funded project to create national-level impacts in maternal health.
Duties and Responsibilities: The consultant will be responsible for a range of activities aimed at reducing maternal mortality and improving sexual and reproductive health services. Key responsibilities include:
Providing technical assistance for the implementation of the Norway-funded project, focusing on maternal health and sexual and reproductive health components.
Supporting the planning, implementation, and monitoring of a postpartum hemorrhage (PPH) assessment study in targeted provinces.
Facilitating training for health professionals on the prevention, diagnosis, and treatment of PPH using updated WHO guidelines.
Engaging with community leaders and health service providers to promote maternal health initiatives and advocate for women's rights.
Developing advocacy strategies based on evidence from the PPH study to enhance maternal health services.
Establishing a real-time monitoring system for maternal health indicators at the provincial level.
Collaborating with various stakeholders to ensure the successful execution of project activities and adherence to national health standards.
Required Qualifications: Candidates must possess a minimum of 2-3 years of progressively responsible experience in public health, project management, or related fields, particularly in sexual and reproductive health and maternal health. They should have practical experience in designing, monitoring, and evaluating development projects, as well as experience working with government entities, civil society organizations, and youth-led initiatives. Strong interpersonal and communication skills are essential, along with the ability to work independently and collaboratively in diverse environments. Familiarity with UNFPA's policies and procedures is preferred, as is proficiency in office software applications such as Word, Excel, and PowerPoint.
Educational Background: An advanced degree in health, education, population studies, demography, project management, or a related social science discipline is required for this position. This educational background will provide the necessary foundation for understanding the complexities of maternal health and reproductive rights, as well as the skills needed for effective project management and implementation.
Experience: The consultant should have at least 2-3 years of relevant professional experience, particularly in public health and project management. Experience in sexual and reproductive health, maternal and neonatal health, and HIV prevention is highly desirable. The candidate should demonstrate a proven ability to collaborate effectively with diverse teams and stakeholders to achieve measurable results in health initiatives.
Languages: Fluency in both English and Portuguese is required for this position. Proficiency in these languages is essential for effective communication with stakeholders, reporting, and advocacy efforts within the context of the consultancy.
Additional Notes: The consultancy is expected to be full-time and may involve travel to various provinces in Angola. The consultant will work under the technical supervision of the Assistant Representative and will be expected to submit monthly progress reports and specific deliverables at designated intervals.
