Job Overview: The position involves conducting an independent evaluation of the National Family Planning Strategy (NFPS) 2017-2021 in Angola, which aims to assess the implementation of the strategy and provide a foundation for developing a new strategy for 2026-203
The consultant will work under the guidance of UNFPA and in close coordination with the Ministry of Health. The evaluation will focus on key criteria such as effectiveness, efficiency, relevance, sustainability, and impact, and will require gathering qualitative and quantitative data from various stakeholders, including government officials, civil society, and beneficiaries. The consultant will be responsible for formulating strategic recommendations based on the evaluation findings, which will inform the new strategy.
Duties and Responsibilities: The consultant will evaluate the implementation of the NFPS 2017-2021 by assessing the level of implementation of activities, identifying results achieved, good practices, challenges faced, and lessons learned. They will evaluate the relevance of the strategy in terms of government commitments to family planning indicators, assess the effectiveness of the strategies in achieving desired impacts, and evaluate the cost-effectiveness of the investments made. The consultant will also assess the sustainability of the strategy and formulate recommendations for the upcoming 2026-2030 plan. Methodologies will include qualitative data gathering through interviews and focus group discussions, data collection from beneficiaries, and a desk review of existing data and reports. The consultant will also organize stakeholder consultations to present and validate findings.
Required Qualifications: Candidates must possess a higher education degree in Public Health, Demography, Statistics, Social Sciences, or related fields, preferably at the Master's level or higher. They should have a minimum of 7 years of experience in evaluating public policies or sexual and reproductive health programs, with a strong background in monitoring and evaluation of public health programs, particularly in sexual and reproductive health or family planning. Experience in conducting evaluations at regional or international levels is highly advantageous. Candidates should demonstrate strong analytical skills in both quantitative and qualitative data, and have proven abilities in conducting interviews and focus group discussions. Familiarity with national health policies and strategies is essential, along with strong analytical writing skills in Portuguese.
Educational Background: A Master's degree or higher in Public Health, Demography, Statistics, Social Sciences, or related fields is required for this position. This educational background is crucial for understanding the complexities of public health evaluations and the specific context of family planning and reproductive health.
Experience: The position requires a minimum of 7 years of relevant experience in evaluating public policies or sexual and reproductive health programs.
