Job Overview:
The Air Navigation Services Inspection/Certification Expert will play a crucial role in enhancing the aviation safety oversight system in Angola, specifically working with the National Civil Aviation Authority (ANAC) and the National Institute for Air Traffic (INIPAT). The expert will be responsible for coordinating and implementing technical assistance projects aimed at ensuring compliance with international aviation standards. This position requires a deep understanding of aviation regulations and the ability to assess and improve operational procedures within the air traffic services (ATS) and search and rescue (SAR) domains. The expert will serve as a focal point for the ICAO team, ensuring that all project activities align with the established work plans and timelines, while also addressing any issues that arise during project execution. The role demands a proactive approach to problem-solving and a commitment to maintaining high safety standards in aviation operations.

Duties and Responsibilities:
The expert will perform a variety of functions, including but not limited to:
  • Acting as the Field Project Coordinator, serving as the primary contact for the ICAO team and ensuring effective communication and coordination among team members.
  • Preparing and submitting detailed reports on project status, including work plans and end-of-assignment reports, to ANAC and ICAO.
  • Ensuring compliance with national and international aviation legislation, particularly in relation to ATS/SAR and PANS-OPS.
  • Conducting inspections of ATS and SAR units to verify adherence to ICAO standards and recommended practices.
  • Reviewing and validating operational procedures and documentation for ATS, SAR, and PANS-OPS units.
  • Overseeing personnel certification and licensing of air traffic controllers and SAR operators.
  • Investigating incidents and non-compliance issues, recommending corrective actions, and following up to ensure resolution.
  • Collaborating with other authorities to enhance operational effectiveness and safety in SAR operations.
  • Providing guidance on the use of technology and procedures in air traffic control and SAR operations. 1
  • Performing other related duties as assigned by the Director of Capacity Development and Implementation.

Required Qualifications:
Candidates must possess a university degree in the Air Navigation field, preferably in air traffic management, or equivalent qualifications and experience. Essential qualifications include completion of basic ATC courses and specialized training in various air navigation services. Desirable qualifications include completion of ICAO ANS CBT, ANS Inspectors course, ATM Inspectors course, and other relevant training programs. Candidates should also demonstrate a strong understanding of civil aviation regulations and procedures, as well as familiarity with ICAO standards and practices.

Educational Background:
The position requires a university degree in a relevant field such as Air Navigation, Air Traffic Management, or equivalent qualifications. Candidates should have completed basic ATC courses, including Tower Control, Approach Procedural, and Area Procedural courses. Additional desirable educational qualifications include specialized training in ICAO ANS CBT, ANS Inspectors course, ATM Inspectors course, and various PANS-OPS procedures design courses.

Experience:
Candidates must have a minimum of 10 years of professional experience in air navigation services, specifically as an ATM/SAR and PANS-OPS safety oversight inspector. They should have at least 8 years of experience as an ATS license holder with a minimum of 2 ratings. Additionally, a minimum of 2 years in a supervisory position within an ATS unit is desirable, along with good knowledge of civil aviation rules and regulations, aeronautical information publications, and ICAO procedures.

Languages:
Fluency in Portuguese is essential, with strong reading, writing, and speaking abilities. A working knowledge of English is also required. Knowledge of additional languages such as Arabic, Chinese, French, Russian, or Spanish is considered desirable and may enhance a candidate's profile.
