Job Overview: The VAT Documentation and Operational Support position is critical for ensuring the efficient processing of VAT refunds for goods and services procured under UNDP-supported projects in Bangladesh. The incumbent will be responsible for collecting, reviewing, and preparing VAT-related documents to facilitate timely refund claims. This role requires close collaboration with various project teams and government agencies to ensure compliance with VAT regulations and to streamline the documentation process. The incumbent will also support the implementation of smart office initiatives, manage document retention, and provide operational support to project teams on VAT-related activities. The position is essential for maintaining the financial integrity of UNDP operations in Bangladesh and for supporting the overall resource mobilization efforts of the Country Office.
Duties and Responsibilities: The incumbent will have a range of duties and responsibilities, including:
Receiving all VAT-related documents from programme clusters, projects, and agencies, ensuring that all necessary documentation is collected and organized.
Communicating with project teams to gather required documents, such as Mushuk and Treasury Challan, and coordinating with other operations units to obtain necessary paperwork.
Liaising with clusters, projects, and agencies to resolve any issues raised by the Duty Exemption and Drawback Office (DEDO) and informing them about new government regulations.
Reviewing VAT documents attached to vouchers for accuracy and completeness, maintaining a database to track VAT amounts eligible for refund, and preparing VAT refund statements, including Mushak-10.1 and Annexure-
Arranging the submission of VAT refund claims to DEDO and maintaining regular communication with VAT offices to track the progress of claims.
Supporting the VAT ARO and other VAT officials in facilitating refund processing and communicating with the Tax office when necessary.
Ensuring proper archiving of hard copies of documents and managing digital records on SharePoint for audit purposes.
Providing operational support to project teams on VAT-related matters and assisting in logistical planning for learning events and workshops.
Supporting procurement-related processes and performing other duties as required for the effective operation of the office.
Required Qualifications: Candidates must possess strong organizational skills, attention to detail, and the ability to work collaboratively with various stakeholders. Proficiency in document management and familiarity with VAT regulations in Bangladesh are essential. The role requires excellent communication skills, both written and verbal, to effectively liaise with project teams and government officials. Candidates should demonstrate adaptability and flexibility in a dynamic work environment, along with a commitment to professionalism and accountability in their work.
Educational Background: A bachelor's degree in finance, accounting, business administration, or a related field is required for this position. Additional certifications or training in VAT regulations and financial management would be advantageous. Candidates should have a solid understanding of financial documentation processes and experience in working with government agencies is preferred.
Experience: The position requires a minimum of 2-3 years of relevant experience in finance, accounting, or administrative support, particularly in roles involving VAT documentation and processing. Experience working with international organizations or NGOs is highly desirable, as is familiarity with UNDP's operational procedures and policies. Candidates should demonstrate a proven track record of managing documentation processes and providing operational support in a fast-paced environment.
Languages: Fluency in Bengali is mandatory, as it is the official language of Bangladesh. Proficiency in English is also required, as it is the working language of UN agencies. Knowledge of additional languages would be considered an asset, particularly for candidates who may interact with international stakeholders or partners.
Additional Notes: This position is based in Dhaka, Bangladesh, which is the capital city and a vibrant center for political, cultural, and economic activities. The role is full-time and may involve occasional travel to government offices for follow-up on VAT claims.
