Job Overview:
The Programme Associate (Cash-Based Transfers) position is crucial for the effective delivery of assistance through cash-based transfers (CBT). The incumbent will work under the direct supervision of the Head of CBT, performing specialized program-related processes and activities. This role involves supporting the drafting and revision of distribution plans, reviewing beneficiary payment lists, and ensuring the accurate recording of data in WFP’s systems. The Programme Associate will also coordinate with various functional units and teams at the field level to ensure timely preparations and implementation of CBT programs. The position requires a proactive approach to compiling data, supporting analysis, and preparing reports that aid operational decision-making. The successful candidate will be expected to engage with local partners, agencies, NGOs, and government institutions to facilitate effective communication and collaboration.

Duties and Responsibilities:
The duties and responsibilities of the Programme Associate include:
  • Performing specialized and standardized processes related to CBT, including drafting and revising distribution plans, reviewing beneficiary payment lists, and uploading beneficiary payment files to WFP’s mobile money platform.
  • Providing project management support by coordinating with other functional units and teams to ensure timely implementation of CBT programs.
  • Compiling data and supporting the analysis and preparation of reports such as monthly country briefs and donor reports.
  • Accurately recording data in WFP’s systems following corporate standards.
  • Collaborating with program business support assistants to ensure timely review and verification of FLA claims and other reports.
  • Supporting communication and activities with local partners and government institutions.
  • Acting as a point of contact for resolving operational queries.
  • Following standard emergency preparedness practices to ensure WFP can respond quickly to crises.
  • Performing other related duties as required.

Required Qualifications:
Candidates must possess a post-secondary certificate in a related functional area, although completion of secondary school education is the minimum requirement. The role demands fluency in both oral and written communication in Portuguese and English. Candidates should have at least 5 years of professional job experience related to the position. Experience in facilitating communication with technical teams and contributing to the implementation of CBT operations is highly desirable. Additionally, candidates should have observed or assisted with policy discussions in relevant contexts.

Educational Background:
The educational background required for this position includes completion of secondary school education, with a post-secondary certificate in a related functional area being desirable. This educational foundation is essential for understanding the complexities of cash-based transfer programs and the operational frameworks within which WFP operates.

Experience:
The position requires at least 5 years of related professional job experience. This experience should ideally include roles that involve project management, data analysis, and collaboration with various stakeholders in humanitarian or development contexts. Candidates should demonstrate a track record of effectively supporting program implementation and operational decision-making processes.

Languages:
Fluency in both Portuguese and English is mandatory for this position, as effective communication in these languages is crucial for collaboration with local partners and stakeholders. Additional language skills may be considered an asset but are not required.
