Job Overview: The Consultant for Human Rights and Law Enforcement will play a crucial role in supporting the implementation of Human Rights Council Resolution 56/19 in Mozambique. The consultant will be responsible for conducting assessments, research, and analysis related to Mozambique's law enforcement framework, identifying priority areas for the application of the Toolkit. Additionally, the consultant will facilitate workshops and training sessions aimed at enhancing the capacity of law enforcement officials to uphold human rights during protests. The role requires a deep understanding of human rights principles and the ability to integrate these standards into law enforcement practices effectively.
Duties and Responsibilities: The Consultant will have a range of responsibilities, including:
Supporting OHCHR’s efforts to implement Human Rights Council Resolution 56/19 in Mozambique.
Contributing to the planning and development of assessments and research related to law enforcement institutions in Mozambique.
Identifying priority areas for the implementation of the Toolkit for law enforcement.
Assisting in the preparation and execution of missions, thematic workshops, and training sessions focused on human rights and law enforcement.
Drafting concept notes and reports on activities related to the application of the Toolkit.
Ensuring that gender and disability inclusion are integrated into all aspects of the work.
Collaborating with national institutions and stakeholders to tailor the Toolkit to the specific context of Mozambique.
Conducting thorough research and analysis to identify gaps and opportunities within Mozambican law enforcement institutions.
Designing a roadmap for the country-level application of the Toolkit in collaboration with relevant stakeholders. 1

Required Qualifications: Candidates must possess an advanced degree in international relations, law enforcement, human rights, or a related field. Alternatively, a first-level university degree combined with seven years of relevant experience is acceptable. A minimum of seven years of experience in human rights and law enforcement work is required. Expertise in integrating human rights into law enforcement practices, particularly in the context of protests, is highly desirable. Knowledge of training methodologies and excellent research and analytical skills are also essential for this position.
Educational Background: The educational requirements for this position include an advanced degree in fields such as international relations, law enforcement, human rights, or a related discipline. Alternatively, candidates may qualify with a first-level university degree along with seven years of relevant professional experience. This educational background is crucial for understanding the complexities of human rights issues and law enforcement practices.
Experience: The position requires at least seven years of professional experience in human rights and law enforcement. Candidates should have a proven track record of working in environments where human rights are a focus, particularly in relation to law enforcement practices during protests. Experience in conducting assessments, research, and analysis related to law enforcement institutions is essential, as is familiarity with the integration of human rights standards into policing practices.
Languages: Fluency in both English and Portuguese is mandatory for this position.
