Job Overview: The position of National Expert on Human Trafficking in Supply Chains is crucial for the OSCE's efforts to combat human trafficking in Albania. The expert will work closely with international experts to develop a comprehensive risk assessment methodology that focuses on labor inspection aspects related to human trafficking indicators in supply chains. The role involves conducting research, analyzing data, and providing insights that will help in identifying trafficking risks within the labor inspection framework. The expert will also be responsible for drafting reports, contributing to practical tools for labor inspectors, and ensuring that the findings align with the OSCE's objectives. This consultancy is expected to last for three months, during which the expert will engage in various activities, including workshops and consultations, to enhance the effectiveness of labor inspections in detecting and addressing trafficking risks.
Duties and Responsibilities: The National Expert will undertake several key tasks, including:
Preparing an inception report that outlines the planned support to the international expert, focusing on the labor inspection system in Albania, identifying data sources, and coordinating with the labor inspectorate.
Conducting a desk review to compile an analysis of existing national and international reports, regulations, inspection procedures, and statistics relevant to detecting trafficking risks through labor inspections.
Collecting inspection-related data, including cases, trends, and challenges, and preparing inputs to support the international expert’s risk assessment methodology. This will involve participation in roundtables and workshops organized by the OSCE Presence.
Assisting in drafting national inputs for checklists, indicators, and guidance materials to be used by labor inspectors in identifying and addressing trafficking risks in supply chains.
Submitting final inputs that reflect feedback from the OSCE Presence and international experts, including all labor inspection-related findings and recommendations. The expert will also be responsible for delivering several reports and participating in consultative workshops throughout the assignment.
Required Qualifications: Candidates must possess an advanced university degree in law, social sciences, public administration, labor relations, or a related field. Alternatively, a first-level university degree combined with relevant professional experience may be accepted. Additionally, candidates should have at least 10 years of professional experience in labor inspection, labor law enforcement, occupational safety, or related areas. Demonstrated experience in conducting or supporting labor inspections in Albania, particularly in sectors at higher risk of labor exploitation or trafficking, is essential. Candidates must also have proven knowledge of national legal and institutional frameworks regulating labor inspections, workers’ rights, and anti-trafficking measures, along with experience in collecting, analyzing, and systematizing labor market data and inspection findings. Prior involvement in international projects related to human trafficking, child labor, or forced labor is highly desirable.
Educational Background: The educational background required for this position includes an advanced university degree in relevant fields such as law, social sciences, public administration, or labor relations. In cases where candidates possess a first-level university degree, they must demonstrate substantial relevant professional experience that compensates for the lack of an advanced degree. This educational foundation is critical for understanding the complexities of labor laws and human trafficking issues within the context of Albania's legal framework.
Experience: The position requires a significant level of experience, specifically at least 10 years in fields related to labor inspection, labor law enforcement, or occupational safety. Experience in analyzing labor market data and inspection findings is also crucial, as is prior involvement in international projects that address human trafficking or related issues. Languages: Candidates must have excellent written and spoken knowledge of Albanian, as this is essential for effective communication and reporting. Additionally, a good knowledge of English, both oral and written, is required to liaise with international experts and draft inputs in English. Additional Notes: The consultancy is structured as a Special Service Agreement (SSA) and is expected to last for a duration of three months. The position is classified as a consultant role, with no specific grade assigned.
