Job Overview: The position of International Expert for Relationship-Focused Dialogue Facilitation involves designing and delivering a comprehensive five-day training course aimed at enhancing the OSCE's capacity for local dialogue facilitation. The expert will work closely with OSCE Mission Members to develop a training program that integrates relationship-focused dialogue methodologies, emphasizing the importance of trust and understanding among diverse communities. The training will also address gender inequality and promote discussions on eliminating gender stereotypes that contribute to violence against women and girls (VAWG). Duties and Responsibilities: The International Expert will be tasked with designing a comprehensive training program that strengthens the existing capacities of OSCE staff in dialogue facilitation. Key responsibilities include:
Developing a five-day training course that combines theoretical foundations with practical exercises, ensuring participants can effectively conduct local-level dialogues.
Incorporating a module on VAWG-related competencies into the training program.
Designing a practical local dialogue facilitation manual that includes user-friendly templates and guidance for planning and conducting dialogues.
Delivering the training program to 10-20 intermediate/advanced practitioners by the end of 202
Facilitating participant-led simulated dialogue sessions and providing structured feedback to enhance learning outcomes.
Collaborating with OSCE gender experts to integrate gender-sensitive approaches into the training.
Evaluating the effectiveness of the training and making necessary adjustments based on participant feedback.
Required Qualifications: Candidates must possess a first-level university degree in a relevant field such as Peace and Conflict Studies, Political Science, International Relations, Sociology, or Social Psychology. A minimum of ten years of professional experience in dialogue facilitation, mediation, or conflict transformation is required. Additionally, experience in adult learning methodologies is highly desirable. Candidates should demonstrate knowledge of contemporary best practices in dialogue facilitation and relations with non-majority communities. Experience in integrating gender-sensitive approaches and addressing issues related to VAWG within dialogue processes is also preferred. Familiarity with the context in Kosovo and prior experience working with international organizations will be considered strong assets. Excellent proficiency in English, including communication and drafting skills, is mandatory.
Educational Background: The position requires a first-level university degree, which can be in fields such as Peace and Conflict Studies, Political Science, International Relations, Sociology, or Social Psychology. Languages: Fluency in English is mandatory for this position, as all communication and documentation will be conducted in English. While not mandatory, knowledge of additional languages relevant to the local context may be considered an asset, enhancing the ability to engage with diverse stakeholders in Kosovo.
Additional Notes: The contract for this position is a Special Service Agreement (SSA) for a duration of 23 working days. The consultant will be expected to start on November 17, 2025, and the training program must be completed by the end of 202
