Job Overview:
The Finance Officer position is a critical role within the EpiC project in the Philippines, which is funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). The Finance Officer will report directly to the Senior Finance & Admin Officer and will be responsible for a variety of financial support tasks essential for the smooth operation of the project. This includes processing financial transactions, maintaining accurate financial records, and ensuring compliance with both FHI 360 policies and USAID regulations. The role requires a proactive approach to financial management, with an emphasis on accuracy and adherence to established guidelines. The Finance Officer will also play a key role in supporting audits and ensuring that all financial documentation is in order, thereby contributing to the overall success of the project.

Duties and Responsibilities:
The Finance Officer will have a comprehensive set of responsibilities, including but not limited to: conducting pre-audits on vouchers, invoices, and travel expense reports; verifying that proper account codes are recorded; performing reconciliations for bank accounts, balance sheets, vendors, and inventory; assisting in communication with banks regarding project-related issues; supporting the Senior Finance & Admin Officer during audits; reviewing and processing payment requests and journal entries; ensuring compliance with FHI 360 cost principles; reviewing vendor selection analyses; ensuring timely processing of statutory payments; and conducting pre-award reviews and site visits for implementing partners as necessary. The Finance Officer will also be expected to perform other duties as assigned, demonstrating flexibility and a willingness to support the team as needed.

Required Qualifications:
Candidates must possess strong analytical, numerical, and critical thinking skills, with a proven ability to identify cost savings and efficiency opportunities. Familiarity with USAID-funded projects and grants management policies is essential, as is the ability to interpret financial information and reports. Knowledge of Philippine taxation and government regulations is required, along with the ability to manage tight deadlines and deliver high volumes of work with minimal supervision. The ideal candidate will demonstrate strong collaborative skills and sensitivity to working in a multicultural environment, as well as proficiency in written and spoken English communication. A solid understanding of budgeting and fiscal control practices is also necessary, along with the ability to handle complex and confidential information with discretion.

Educational Background:
A Bachelor’s degree in Accounting is required for this position, with a preference for candidates who hold additional professional qualifications such as CPA or ACA. The educational background should provide a strong foundation in accounting principles and practices, equipping the candidate with the necessary skills to perform the financial duties associated with the role.

Experience:
The Finance Officer should have a minimum of 5-7 years of relevant experience in financial management and reporting, with at least 2 years of experience specifically in grants management. This experience should demonstrate the candidate's ability to manage financial processes effectively and ensure compliance with relevant regulations and policies. Previous experience working on USAID-funded projects is highly desirable, as it will provide valuable insights into the specific requirements and expectations of the role.

Languages:
Proficiency in written and spoken English is mandatory for this position, as effective communication is crucial in a multicultural and multidisciplinary environment. While English is the primary language required, knowledge of additional languages may be considered an asset, particularly if they are relevant to the communities served by the project.
