Job Overview: The Senior Regional Humanitarian Response and Recovery Associate will play a crucial role in supporting the Regional Office's Humanitarian Response and Recovery Unit. This position involves working under the direct supervision of the Regional Thematic Specialist and is focused on providing technical expertise, policy advice, and resource mobilization support to Country Offices across the region. The incumbent will be responsible for monitoring and analyzing humanitarian and protection trends, supporting project development, and ensuring that humanitarian protection and accountability are integrated into regional initiatives. The role also includes capacity building, training, and technical support to Country Offices, ensuring that they adhere to established reporting formats and submission requirements. The Senior Associate will contribute to the drafting of thematic reports and guidance materials, and will serve as a resource for Country Offices by providing insights into regional developments and facilitating the sharing of best practices.
Duties and Responsibilities:
Assist the Regional Thematic Specialist in implementing capacity building and training initiatives for Country Offices on humanitarian response, recovery, and protection.
Review and endorse project proposals from Country Offices, ensuring compliance with submission requirements.
Monitor and consolidate project reports from Country Offices, ensuring adherence to reporting formats.
Identify and analyze emerging humanitarian and protection issues, contributing to thematic reports.
Serve as a resource for Country Offices, providing insights into global and regional developments.
Support the development of regional or multi-country projects, particularly for smaller Country Offices.
Draft regional thematic guidance notes and tools in collaboration with other thematic units.
Prepare internal reports, presentations, and briefings relevant to DHRR activities.
Contribute to knowledge management and information-sharing processes between Country Offices and the Regional Office. 1
Ensure the continued functioning of the Unit in the absence of the Regional Thematic Specialist. 1
Participate in meetings, workshops, and conferences related to humanitarian response and protection.
Required Qualifications: Candidates must possess strong writing, analytical, and organizational skills, with a keen attention to detail. They should be able to prioritize and manage work efficiently under pressure and tight deadlines. A demonstrated understanding of humanitarian response, recovery, and protection frameworks is essential. Candidates should be proactive and responsible, capable of managing constructive feedback and fostering a collaborative environment. Strong communication and interpersonal skills are required, with the ability to adapt delivery to different audiences. A commitment to gender equality and inclusion in programming is also necessary. Familiarity with monitoring, evaluation, and learning tools is advantageous, as is the ability to utilize relevant digital solutions for program management.
Educational Background: A Bachelor’s degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations, Law, or a related field is required, along with four years of relevant professional experience. Alternatively, a High School diploma with six years of relevant experience is acceptable. Candidates must have graduated from accredited universities listed in the UNESCO World Higher Education Database.
Experience: Candidates should have experience in migration and displacement contexts, particularly in operational and field-level engagement in humanitarian response, recovery, or protection programming. Familiarity with humanitarian protection principles, including accountability to affected populations and prevention of sexual exploitation and abuse, is essential. Experience working in the humanitarian response and recovery field within the region is considered an advantage.
Languages: Fluency in English is required, both oral and written. Working knowledge of German, Ukrainian, Russian, or any other regional language is advantageous. Proficiency in required languages will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: This position is subject to local recruitment, and only candidates holding a valid residence and work permit for Austria will be considered. The appointment is contingent upon medical fitness certification and verification of residency and visa requirements.
