In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment: > Division for the Advancement of Women (DAW) > International Research and Training Institute for the Advancement of Women (INSTRAW) > Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI) > United Nations Development Fund for Women (UNIFEM) The main roles of UN Women are: > To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms. > To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society. > To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

The organization aims to increase financing for the implementation of Sustainable Development Goal 5, focusing on partnerships with non-traditional donors, particularly in the Arabian Gulf region, to support its mandate and priorities.

Job Overview:
The consultant will play a crucial role in strengthening UN Women West and Central Africa's regional partnerships and resource mobilization efforts. This position involves identifying and engaging with potential donors in the Arabian Gulf, facilitating strategic introductions between UN Women senior management and key stakeholders, and providing expert guidance on proposal development to attract donor interest. The consultant will be responsible for mapping potential donors, developing a resource mobilization plan, and ensuring that proposals align with donor priorities. This role is essential for expanding UN Women's funding base and enhancing its impact in promoting gender equality and women's empowerment.

Duties and Responsibilities:
  • Conduct donor mapping to identify and categorize potential donors, including philanthropic foundations, corporate entities, and public institutions in the Arabian Gulf region that align with UN Women WCA's priorities.
  • Facilitate strategic introductions and meetings between UN Women senior management and key stakeholders in the Arabian Gulf to foster relationships and collaboration.
  • Provide expert guidance on thematic areas and funding priorities to ensure proposals are targeted effectively to attract donor attention.
  • Assist in the development and submission of funding proposals to identified donors, ensuring alignment with their funding strategies.
  • Prepare a clear resource mobilization plan based on donor mapping and engagements, including targeted donors, estimated funding, and concrete next steps for UN Women.
  • Report on progress and outcomes of donor engagements and proposal submissions to the UN Women Regional Office.

Required Qualifications:
  • Advanced university degree (Masters or equivalent) in economics, business management, social sciences, public administration, international relations, communications, or a related field.
  • A minimum of 7 years of experience in partnerships and resource mobilization, with a proven track record of managing a diverse portfolio of donors, including institutional and private donors, philanthropies, and high-net-worth individuals in the Arabian Gulf.
  • Demonstrated expertise in conducting research on institutional, corporate, and philanthropic giving, with an evidence-based approach to engaging prospects.
  • Experience in developing pitch materials within an international organization is desirable.
  • Extensive network of contacts across financial and investment sectors, with a proven record of successful partnership development with donors from the Arabian Gulf.
  • Excellent negotiating and communication skills to mobilize support from a wide range of partners.

Educational Background:
Candidates must possess an advanced university degree (Masters or its equivalent) in relevant fields such as economics, business management, social sciences, public administration, international relations, or communications. This educational background is essential to understand the complexities of partnerships and resource mobilization in the context of gender equality and women's empowerment.

Experience:
The position requires a minimum of 7 years of relevant experience in partnerships and resource mobilization, particularly in managing relationships with a diverse portfolio of donors. Candidates should have a proven track record of successful proposals submitted to major donor agencies in the Arabian Gulf, showcasing their ability to engage effectively with high-level decision-makers and stakeholders.

Languages:
Fluency in English and Arabic is required for this position. Knowledge of any other UN official language is considered an asset, enhancing the candidate's ability to communicate and engage with a broader range of stakeholders.

Additional Notes:
This consultancy is home-based, but the consultant should expect to travel to Gulf countries for at least 50% of the time. The contract duration is until 15 January 2026, with the possibility of extension based on performance and funding availability.
