Job Overview: The UNV Administration Officer will play a crucial role within the WFP's administration unit in the Central African Republic (CAR). Under the general direction and supervision of the head of the unit, the officer will assist in overall analysis, reporting, and implementation of internal controls while ensuring the digitization and automation of processes for enhanced efficiency and visibility within the administration unit. Duties and Responsibilities: The duties and responsibilities of the UNV Administration Officer include assisting the HR manager in managing change by ensuring timely and effective communication with the country office management, unit heads, staff representatives, and the general staff. The officer will advise managers and employees on complex HR issues, ensuring that HR policies, procedures, processes, systems, and tools are available and correctly applied. The officer will contribute to communication efforts to keep staff informed of all changes within the national office, including mandatory training reminders and monthly attendance submissions. Maintaining an updated contact list of all stakeholders (UN agencies, NGOs, etc.) for regular and appropriate communication is also part of the role. The officer will contribute to talent development by collaborating with managers to understand their needs and planning/implementing solutions for recruiting, retaining, managing, and developing a high-level workforce. Additionally, the officer will collect HR data from various sources, conduct exploratory data analyses to understand patterns and trends, generate descriptive statistics and indicators, and develop and apply statistical models to predict future HR trends such as turnover and engagement. Leading and motivating an HR team, monitoring performance, providing coaching, training, and guidance to ensure appropriate development and high performance are also key responsibilities.
Required Qualifications: The position requires a strong understanding of relevant operations for WFP, with transferable technical skills or knowledge of WFP procedures and rules. Candidates must demonstrate discretion, political sensitivity, diplomacy, and tact in client relations, along with sound judgment and the ability to liaise and coordinate with various stakeholders, particularly at leadership levels. Experience: Candidates should have a minimum of 2-3 years of relevant experience in human resources management or administration, preferably within a humanitarian or international development context. Languages: Fluency in French is mandatory, as it is the working language in the Central African Republic. Proficiency in English is considered an asset. Knowledge of additional languages spoken in the region would be beneficial.
