Job Overview: The Media Section Manager will play a crucial role in overseeing the Media Section within the OSCE Mission in Kosovo. This position requires a strategic leader who can promote and strengthen media pluralism and institutions, as well as uphold freedom of the media in Kosovo. The successful candidate will be responsible for managing all staff within the Media Section, providing strategic direction for media-related projects, and ensuring compliance with OSCE rules and regulations. The role involves liaising with various stakeholders, including local and international organizations, to coordinate media initiatives and maintain effective communication on media developments. The Media Section Manager will also contribute to policy-making processes and provide expert advice on media legislation and practices. This position demands a proactive approach to addressing challenges in the media landscape and fostering collaboration among diverse groups.
Duties and Responsibilities: The Media Section Manager will be tasked with the following duties:
Manage the Media Section and supervise all staff members, ensuring effective team performance and development.
Provide strategic direction for the Media Section portfolio, focusing on promoting media pluralism and strengthening media institutions.
Oversee the identification, design, implementation, and evaluation of media-related projects in alignment with departmental and Mission strategies.
Coordinate the drafting of reports based on information from the Section and the Mission’s Regional Centers.
Advise the Director and Head of Mission on best practices regarding media legislation and broader media issues.
Participate in policy-making processes within the Department and Section.
Maintain communication with the OSCE Office of the Representative on Freedom of the Media and other relevant organizations.
Perform additional duties as assigned by the Director of the Democratization Department.
Required Qualifications: Candidates must possess an advanced degree in media studies, journalism, international relations, or a related field, or have professional certification in media technology, or equivalent professional experience. Knowledge of international media standards and regulations is essential, along with very good oral and written communication skills in English. Candidates should demonstrate strong analytical and interpersonal skills, as well as the ability to work effectively in a diverse team environment. A valid automobile driving license and the ability to drive using manual transmission are also required for this position.
Educational Background: The position requires an advanced university degree (Master's level or equivalent) in a relevant field such as media studies, journalism, or international relations. A first-level university degree combined with additional qualifying experience may be accepted in lieu of the second-level degree. Candidates should have a strong educational background that supports their understanding of media development and freedom of expression.
Experience: A minimum of 6 years of relevant, diversified, and progressively responsible professional experience is required, including at least 3 years at a management level relevant to the position. Candidates should have a proven track record in program and project design, management, and supervision, particularly in the context of media pluralism and freedom of the media in transition countries. Previous operational or field experience is desirable, as is knowledge of the political environment in Kosovo and Southeast Europe.
Languages: Professional fluency in English is mandatory for this position. Knowledge of local languages or the most common lingua franca in the mission area is considered desirable. Candidates should possess excellent communication skills to effectively engage with diverse stakeholders.
Additional Notes: This position is classified as a middle management role within the OSCE Mission in Kosovo, with a contract type of international secondment. The job is full-time, and the target start date is as soon as possible. The OSCE is committed to diversity and inclusion and encourages applications from qualified candidates of all backgrounds. The maximum period of service in this post or in the same Mission is seven years.
