Job Overview: The ICT Specialist position at UNICEF involves managing, leading, and supporting the ICT functional accountability within the organization. The role requires enhancing collaboration and capacity building, improving the delivery of results, and fostering innovation in ICT. The specialist will coordinate ICT emergency preparedness activities within the Country Office and will be responsible for managing the ICT function while providing technical and operational support. This position is crucial for ensuring that UNICEF's ICT strategies align with its mission to support children and families effectively. The specialist will also be involved in knowledge management and building business relationships to drive digital transformation initiatives.
Duties and Responsibilities:
Manage the ICT function and provide technical and operational support to ensure effective service delivery.
Enhance collaboration by building internal and external relationships and capacity.
Coordinate ICT emergency preparedness activities within the Country Office to ensure readiness for any ICT-related emergencies.
Improve delivery results by implementing best practices in ICT management.
Foster innovation and drive digital transformation initiatives to enhance UNICEF's operational efficiency.
Supervise external vendors and software developers to ensure project goals are met.
Conduct business analysis, manage budgets, contracts, and procurement processes related to ICT projects.
Identify, design, and implement solutions for large-scale projects with technical components.
Stay updated on ICT trends and technologies to recommend improvements and innovations.
A first-level university degree in a relevant field combined with 7 years of professional experience may be accepted in lieu of an advanced university degree.
At least 5 years of relevant work experience in information technology management and business operations in a large international organization or corporation.
Certification and/or proven experience in ICT technical competencies such as ICT Project Management, Business Analytics, security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Information Security, ICT Audit and Risk Management, Telecommunications, Networks, Information Security, and Software Engineering.
Educational Background: Candidates must possess a Master’s degree or equivalent in relevant fields such as Information Systems, Computing/Information Technology, Technology, Computer Science, Software Engineering, Information Technology Management, or Business Administration. Alternatively, a first-level university degree in a relevant field combined with 7 years of professional experience may be accepted in lieu of an advanced university degree.
Experience: Candidates should have a minimum of 5 years of relevant work experience in information technology management and business operations, particularly within large international organizations or corporations. Experience in identifying, designing, and implementing solutions for large-scale projects with technical components is essential, including supervising external vendors and software developers, managing business analysis, budgets, contracts, and procurement processes.
Languages: Fluency in French is required for this position. Proficiency in English is considered an asset, and knowledge of another official UN language (Arabic, Chinese, Russian, or Spanish) or a local language is also advantageous.
