Job Overview:
The consultant will be responsible for developing a comprehensive data catalogue and profile report that maps available data produced by the National Statistical System (NSS) in Kenya, specifically focusing on data relevant to estimating the direct effects of disasters on GDP and populations. This role involves assessing existing data collection mechanisms and platforms, making recommendations for improved compilation of disaster-related indicators, particularly those related to Sustainable Development Goals (SDG) 1.5.1 and 1.5.
  • The consultant will work closely with various stakeholders, including the Kenya National Bureau of Statistics (KNBS) and the National Disaster Operations Centre (NDOC), to ensure that the data collected is consistent, comparable, and aligned with global standards. The consultant will also be tasked with developing methodologies for data collection, identifying key data providers, and ensuring that the data is relevant and of high quality. The overall goal is to enhance the capacity of the national statistical system to provide accurate and timely data on disaster impacts, which is essential for effective disaster risk management and policy-making.

Duties and Responsibilities:
The consultant will undertake a variety of tasks, including:
  • Developing a concept note that outlines the methodology, implementation schedule, and key data providers for the data catalogue.
  • Assessing existing data collection methodologies and tools to ensure they align with SDG and Sendai Framework standards.
  • Identifying stakeholders involved in the data production system and inventorying challenges in data reporting.
  • Collaborating with national agencies to identify additional data sources on disasters and assessing their relevance and quality.
  • Creating profiles for each identified data source, detailing format, structure, topics covered, and data collection frequency.
  • Evaluating current data collection mechanisms and making recommendations for improvements.
  • Drafting a disaster data catalogue and profile report for review by relevant stakeholders.
  • Presenting findings to stakeholders for feedback and validation.

  • Reviewing the data sharing environment and proposing enhancements for sustainable data sharing. 1
  • Finalizing the disaster data catalogue and profile report based on feedback received. 1
  • Carrying out other related tasks as assigned by KNBS and UNSD teams.

Required Qualifications:
The position requires an advanced university degree in economics, statistics, mathematics, environmental sciences, social sciences, or a related field. Candidates should have at least five years of experience in data analysis and/or data management. A bachelor's degree combined with two additional years of relevant experience may be accepted in lieu of an advanced degree. Experience working with the national statistical system in Kenya, particularly in the area of disaster data, is essential. Candidates should also have experience with data disaggregation by geography, sex, and specific population groups relevant to sustainable development. Familiarity with environmental change and disaster risk reduction/management issues is desirable.

Educational Background:
Candidates must possess an advanced university degree in a relevant field such as economics, statistics, mathematics, environmental sciences, or social sciences. This educational background is crucial for understanding the complexities of data analysis and management in the context of disaster-related indicators and sustainable development goals. A bachelor's degree may be acceptable if accompanied by additional relevant experience.

Experience:
The consultant should have a minimum of five years of experience in data analysis and/or data management. This experience should ideally include work with the national statistical system in Kenya, focusing on disaster data. Candidates with experience in handling data that is disaggregated by geography, sex, and specific population groups will be preferred. Additionally, experience in environmental change and disaster risk reduction/management is considered an asset.

Languages:
Fluency in oral and written English is required for this position. Knowledge of another official UN language is considered an advantage, as it may facilitate communication with a broader range of stakeholders and enhance collaboration in international contexts.

Additional Notes:
The consultancy is home-based, with regular phone and web conference meetings with staff members from KNBS, UNSD, NDOC, UNDRR, and other partners.
