The United Nations Office on Drugs and Crime (UNODC) is a prominent global entity dedicated to combating illicit drugs, crime, corruption, and terrorism. Established to enhance international cooperation in criminal matters, UNODC has developed a reputation for its expertise in these critical areas. The organization operates through various regional offices, including the Regional Office for Southeast Asia and the Pacific (ROSEAP), which is based in Bangkok. This office comprises a diverse team of regional programme managers, advisors, and administrators who collaborate with Member States and regional organizations to provide technical assistance and advice on issues related to the rule of law, law enforcement, and drug-related health matters. UNODC's presence extends to 10 countries in the Pacific region, including Fiji, where it aims to implement its initiatives effectively and responsively to local needs.

Job Overview:
The position involves leading a team of online volunteer developers to create a secure, user-friendly web-based reporting interface for the Teieniwa Vision, a regional anti-corruption framework endorsed by Pacific Island Forum Leaders. This platform is designed to facilitate reporting by UNCAC focal points across 14 Pacific Island Countries, allowing them to track national-level achievements, challenges, and progress against specific targets. The tool aims to enhance transparency and coordination in reporting, particularly in preparation for regional and global anti-corruption events. The Online Volunteer will play a crucial role in defining the system architecture, ensuring secure access, and overseeing the integration of various functionalities, including data entry, document uploads, and visual reporting dashboards. The position requires collaboration with a diverse team and regular communication with the UNODC Pacific team to ensure the platform meets its objectives and adheres to data protection standards.

Duties and Responsibilities:
The Online Volunteer will be responsible for several key tasks, including:
  • Defining the system architecture, hosting environment, and database structure to ensure a robust and scalable platform.
  • Leading the implementation of secure login features, authentication processes, and role-based access control to protect sensitive data.
  • Overseeing coding standards and version control practices to maintain high-quality code and facilitate collaboration among junior developers.
  • Ensuring compliance with data protection regulations and accessibility standards to make the platform usable for all stakeholders.
  • Coordinating the integration of dashboards and user experience/user interface (UX/UI) design elements to create an intuitive and engaging reporting tool.
  • Providing regular updates and progress reports to the UNODC Pacific team to keep them informed of developments and any challenges encountered during the project.

Required Qualifications:
Candidates should possess a strong background in web development, with proficiency in relevant programming languages and frameworks. Experience in leading development teams and managing projects is essential. Familiarity with data protection laws and accessibility standards is also required. The ideal candidate should demonstrate excellent communication skills, both written and verbal, to effectively collaborate with team members and stakeholders. Additionally, a proactive approach to problem-solving and the ability to work independently in a remote environment are crucial for success in this role.

Educational Background:
A degree in computer science, information technology, software engineering, or a related field is preferred. Candidates with relevant certifications in web development or project management will also be considered favorably. Continuous learning and staying updated with the latest web technologies and best practices are highly valued in this position.

Experience:
The position requires a minimum of 3-5 years of experience in web development, with a proven track record of leading development projects and teams. Experience working with international organizations or in a non-profit context is a plus, as it demonstrates an understanding of the unique challenges and requirements of such environments. Familiarity with anti-corruption initiatives or public sector projects will be advantageous.

Languages:
Fluency in English is mandatory, as it is the primary language of communication within the UNODC and for the project. Knowledge of additional languages spoken in the Pacific region, such as French or local dialects, would be considered an asset, enhancing the ability to communicate with a broader range of stakeholders.
