Job Overview: The Human Resources Manager will play a pivotal role in partnering with the Country Office Senior Management Team to provide strategic HR direction that supports high-quality programs aimed at assisting the poor and vulnerable populations. This position involves analyzing and anticipating the HR needs and challenges within the organization, particularly in recruitment, staff development, performance management, employee relations, compensation and benefits, onboarding, and policy implementation. The HR Manager will be responsible for introducing improvement solutions to enhance HR programs and services, ensuring they align with agency standards, donor requirements, and local legal regulations. The role requires a proactive approach to managing talent, fostering team dynamics, and ensuring staff well-being, while also leading training and professional development initiatives to enhance the capabilities of CRS staff and partners. The HR Manager will also monitor organizational culture to ensure adherence to CRS guiding principles, and will act as the key point of contact for all HR-related matters, representing the organization in relevant forums and maintaining compliance with local laws and best practices.
Duties and Responsibilities: The HR Manager will manage HR processes and activities to ensure compliance with agency, donor, and local legal requirements. Responsibilities include providing professional HR advice and coaching to managers and staff on daily HR issues, particularly in recruitment and performance management. The HR Manager will oversee talent management, supervise team dynamics, and ensure staff retention strategies are competitive and equitable. The role involves conducting needs assessments for training and professional development, ensuring the provision of targeted development programs. The HR Manager will also monitor staff actions to ensure alignment with CRS principles, maintain personnel records in compliance with regulations, and provide analytical reports on HR-related data to support decision-making and workforce planning. Additionally, the HR Manager may serve as the focal point for Code of Conduct and Ethics, ensuring adherence to safeguarding policies and accountability.
Required Qualifications: Candidates must possess a Bachelor’s degree in Human Resources Management or Business Administration, with a Master’s degree in HR Management, Business Administration, or Organizational Development preferred. A minimum of five years of work experience in HR is required, preferably within an international or local NGO, with at least three years managing an HR function. Strong knowledge of HR best practices and standards is essential. Additional education may substitute for some experience, and candidates should have demonstrated ability to analyze and interpret employment laws and regulations. Staff management experience and proficiency in presenting, facilitating, and coaching on HR topics are also required. Familiarity with MS Windows and MS Office applications, as well as HRIS, is preferred.
Educational Background: The position requires a Bachelor’s degree in Human Resources Management or Business Administration as a basic qualification. A Master’s degree in HR Management, Business Administration, or Organizational Development is preferred and may enhance a candidate's profile. Additional Notes: This position does not have supervisory responsibilities. The role may require travel up to 10%.
