Job Overview:
The Human Resources Manager will partner with the Country Office (CO) Senior Management Team to provide strategic HR direction that supports high-quality programs aimed at serving the poor and vulnerable populations. This role involves analyzing and anticipating HR needs and challenges, particularly in recruitment, staff development, performance management, employee relations, compensation and benefits, onboarding, and policy implementation. The HR Manager will introduce improvement solutions to enhance HR programs and services, ensuring they align with agency standards, donor requirements, and local legal regulations. The position requires a proactive approach to managing talent, fostering team dynamics, and ensuring staff well-being, while also providing coaching and development opportunities for direct reports. The HR Manager will play a crucial role in maintaining a positive organizational culture that reflects the guiding principles of CRS, emphasizing dignity, diversity, and community.

Duties and Responsibilities:
The HR Manager will manage HR processes and activities to ensure compliance with agency, donor, and local legal requirements. Key responsibilities include providing professional HR advice and coaching to managers and staff on daily HR issues, particularly in recruitment and performance management. The HR Manager will oversee talent management, supervise team dynamics, and ensure staff retention strategies are competitive and equitable. This role involves conducting training needs assessments, leading professional development programs, and monitoring organizational culture to ensure alignment with CRS principles. The HR Manager will also serve as the focal point for Code of Conduct and Ethics, ensuring adherence to safeguarding policies. Additionally, the HR Manager will maintain personnel records, provide analytical reports on HR data, and represent the organization in HR-related forums to stay updated on best practices and local laws.

Required Qualifications:
Candidates must possess strong relations management abilities and the capacity to engage with individuals at all levels, both internally and externally. They should demonstrate strategic thinking in relationship management, possess excellent analytical skills, and be capable of making sound judgments and decisions. Strong planning, monitoring, and organizational skills are essential, along with the ability to maintain confidentiality. A proactive, resourceful, and results-oriented mindset is required, as well as a strong customer service orientation and excellent communication, interpersonal, and negotiation skills. Preferred qualifications include additional education that may substitute for some experience, familiarity with employment laws and regulations, and experience in presenting and facilitating HR topics.

Educational Background:
A Bachelor’s degree in Human Resources Management or Business Administration is required, while a Master’s degree in HR Management, Business Administration, or Organizational Development is preferred. This educational background is essential for understanding the complexities of HR functions and the strategic role of HR in supporting organizational goals.

Experience:
Candidates should have a minimum of five years of work experience in HR, preferably within an international or local NGO context. At least three of these years should involve managing an HR function, demonstrating strong knowledge of HR best practices and standards. This level of experience is crucial for effectively leading HR initiatives and supporting the organization's mission.

Languages:
The mandatory language for this position is English. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the communities served by CRS in Ghana.

Additional Notes:
This position is full-time and may require travel up to 10%. The successful candidate will be expected to adhere to CRS's Code of Conduct and safeguarding policies. The organization prioritizes candidates who are citizens or permanent residents of the countries where CRS operates.
