Job Overview:
The IT Expert Consultant will play a crucial role in supporting UN Women’s partners by providing strategic advice on the development of technology-based solutions aimed at enhancing organizational effectiveness. The consultant is expected to strengthen the application of human rights standards and international best practices in digital tools and systems that address violence against women. This includes identifying and managing risks associated with technological tools and ensuring that all solutions are grounded in human rights, digital safety, and ethical considerations. The consultant will also review existing technology applications addressing violence against women, provide recommendations for improvement, and support capacity building for UN Women staff and partners on digital literacy and online safety.

Duties and Responsibilities:
The consultant will be responsible for several key tasks: 1) Provide strategic advice to UN Women’s partners and programme managers on technology-based solutions; 2) Strengthen the application of human rights standards in digital tools; 3) Identify and analyze risks associated with technological tools; 4) Review existing technology applications addressing violence against women; 5) Develop recommendations for user feedback and monitoring reports; 6) Provide technical support for monitoring, evaluation, and learning frameworks; 7) Conduct capacity building for UN Women staff and partners on digital literacy and online safety.

Required Qualifications:
Candidates must possess a strong understanding of technology-based solutions, particularly in the context of gender equality and violence against women. They should have experience in providing strategic advice on digital tools and systems, as well as a solid grasp of human rights standards and ethical considerations in technology. Familiarity with monitoring and evaluation frameworks, as well as capacity building in digital literacy, is essential. The consultant should also demonstrate strong analytical skills and the ability to communicate effectively with diverse stakeholders.

Educational Background:
A relevant educational background is required, typically including a degree in Information Technology, Computer Science, Gender Studies, or a related field. Advanced degrees or certifications in technology and gender equality will be considered an asset.

Experience:
The position requires significant experience in the field of technology, particularly in relation to gender equality and violence against women. Candidates should have a proven track record of working with digital tools and systems, as well as experience in providing strategic advice and capacity building. Previous work with international organizations or NGOs focused on gender issues will be highly regarded.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of Vietnamese or other languages relevant to the region would be considered an advantage.
