Job Overview:
The NOB Partnership Officer plays a crucial role in supporting the design, implementation, monitoring, and evaluation of resource mobilization and communication strategies within the UNICEF Country Office. This position involves providing research, analysis, and strategic recommendations to the Representative and the Partnerships and Resource Mobilization Taskforce. The officer's contributions are vital in engaging and collaborating with key stakeholders to accelerate results for children and young people. The role is aligned with the Country Office's Resource Mobilisation Strategy for 2023-2027, which aims to achieve specific results outlined in the country programme. The officer will work closely with the Partnership and Resource Mobilisation Taskforce to ensure effective implementation of the strategy, which requires maintaining and updating a strategic network of individuals, groups, organizations, and forums essential for advancing communication objectives. Additionally, the officer will support the Country Office's Communication and Advocacy strategy, which aims to elevate children's issues in the public domain, build political will in support of UNICEF's mission, and strengthen the organization's credibility and brand. This position is integral to supporting global and national fundraising efforts through targeted communication initiatives.

Duties and Responsibilities:
The duties and responsibilities of the NOB Partnership Officer include:
  • Supporting the design and implementation of the Resource Mobilisation Strategy, ensuring alignment with the Country Office's objectives.
  • Conducting research and analysis to inform strategic recommendations for resource mobilization efforts.
  • Collaborating with the Partnerships and Resource Mobilisation Taskforce to develop and maintain a strategic network of stakeholders.
  • Developing and implementing communication strategies that elevate children's issues and support advocacy efforts.
  • Engaging with key actors and influencers to build alliances for communication and resource mobilization.
  • Monitoring and evaluating the effectiveness of resource mobilization and communication strategies, providing feedback for continuous improvement.
  • Contributing to the development of clear theories of change with measurable objectives and performance indicators.
  • Supporting fundraising initiatives through targeted communication and outreach efforts.
  • Participating in meetings and workshops to represent UNICEF's interests and objectives. 1
  • Ensuring compliance with UNICEF's policies and procedures in all aspects of work.

Required Qualifications:
To qualify for the NOB Partnership Officer position, candidates must possess the following qualifications:
  • A university degree in international relations, political science, communications, international development, or a relevant technical field.
  • A minimum of two years of professional experience in public affairs, programme management, resource mobilization, external relations, or a related area.
  • Strong experience in resource mobilization, fundraising, or advocacy for public fundraising.
  • A proven ability to build and maintain networks and partnerships with key stakeholders.
  • Experience working for advocacy or campaigning organizations, such as national or international NGOs, UN agencies, or other multilateral organizations, is considered an asset.
  • Previous experience with UNICEF, UN, or INGOs in a similar role is also advantageous.

Educational Background:
Candidates must have a university degree in one of the following fields: international relations, political science, communications, international development, or another relevant technical field. This educational background is essential to ensure that the candidate possesses the necessary knowledge and skills to effectively support UNICEF's mission and objectives.

Experience:
The position requires a minimum of two years of professional experience in relevant fields such as public affairs, programme management, resource mobilization, or external relations. Candidates should demonstrate strong experience in resource mobilization, fundraising, or advocacy for public fundraising, as well as a proven ability to build networks and partnerships with key stakeholders. Experience in advocacy or campaigning organizations, particularly within the UN or similar multilateral organizations, is highly valued and considered an asset.

Languages:
Fluency in English and Russian is required for this position. Knowledge of the Kyrgyz language is considered an asset, as it may enhance communication and outreach efforts within the local context. Additionally, knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) or a local language is also beneficial and may be advantageous in fulfilling the role's responsibilities.
