Job Overview:
The Monitoring Team Leader role at WFP Tanzania is pivotal in supporting the development and implementation of Monitoring, Review, and Evaluation (MRE) Plans that align with WFP's corporate standards. The position is designed to generate quality evidence regarding the lives of beneficiaries, which will inform policy, strategy, and design" style="border-bottom: 1px dotted #007bff !important;">program design and implementation. The incumbent will coordinate and oversee all monitoring activities, ensuring that the monitoring strategy is formulated and periodically reviewed. This role is essential in positioning WFP as a reliable partner for governments in building effective monitoring strategies. The Monitoring Team Leader will manage and advise on data collection and analysis activities conducted by the Country Office, supporting interagency monitoring activities and enhancing the technical capacity of the WFP Monitoring team at both the Country Office and field-office levels. The position requires a proactive approach to ensure that monitoring systems and tools are compliant with corporate standards, and that data management and reporting are conducted effectively to support evidence-based decision-making.

Duties and Responsibilities:
The Monitoring Team Leader will be responsible for managing the implementation of the WFP Tanzania Monitoring Strategy and annual work plan. Key responsibilities include leading the monitoring of WFP activities, providing technical analysis and information to assess activity impact, organizing data collection and reporting, ensuring compliance with corporate standards, leading the development of MRE plans, budgeting for monitoring costs, and ensuring adequate data management systems are in place. The incumbent will also contribute to evidence-based decision-making, participate in coordination forums, represent WFP in inter-agency meetings, and manage and coordinate monitoring staff at the Country Office and field-office levels. Additional responsibilities include conducting training for staff, reviewing monitoring data collection tools, and ensuring that monitoring coverage is effectively managed across all programs.

Required Qualifications:
Candidates must possess an advanced university degree in social sciences, statistics, development economics, performance management, monitoring and evaluation, or related fields. Alternatively, a first university degree with additional relevant work experience and/or training may be acceptable. The position requires at least 5 years of relevant professional experience in monitoring and evaluation activities, experience in managing teams, and project management experience. Candidates should have a strong background in the humanitarian or development sector, with the ability to perform and deliver under pressure. Proficiency in quantitative and qualitative analytical tools and methods, as well as extensive experience in data collection, analysis, and reporting, is essential. Strong interpersonal skills, integrity, and the ability to work independently while supervising a team are also required.

Educational Background:
The educational background required for this position includes an advanced university degree in relevant fields such as social sciences, statistics, development economics, performance management, or monitoring and evaluation. A first university degree may be acceptable if accompanied by additional years of relevant work experience and/or training. This educational foundation is crucial for understanding the complexities of monitoring and evaluation in humanitarian contexts and for effectively managing data and analysis activities.

Experience:
The position requires a minimum of 5 years of relevant professional experience in monitoring and evaluation activities. Candidates should have experience managing teams and projects, particularly in the humanitarian or development sector. The ability to work independently and supervise a team is essential, as is experience using various quantitative and qualitative analytical tools and methods. Extensive experience in data collection, analysis, and reporting is also necessary to ensure the effectiveness of monitoring activities.

Languages:
Fluency in English and Kiswahili is mandatory for this position, with a native or fluent level (level C) required. Proficiency in additional languages may be considered an asset, enhancing communication and collaboration within diverse teams and with various stakeholders.
