Job Overview:
The Senior Management Position in Democratization at the OSCE Presence in Albania is a critical role that involves overseeing the performance and program development of the department. The successful candidate will be expected to manage various projects that align with national contexts and international standards, ensuring that the OSCE's commitments are met. This position requires a strong understanding of democratization processes, particularly in the fields of elections, civil society, and media reform. The candidate will also be responsible for developing and maintaining relationships with key national and international partners, representing the department in meetings, and ensuring the quality of reports produced by the department. The role demands a proactive approach to managing human resources and advising senior management on relevant thematic issues.

Duties and Responsibilities:
  • Manage the performance and program development of the department based on national context and international standards.
  • Oversee the development and management of extra-budgetary projects, assisting in attracting funding from OSCE participating States and other donors.
  • Manage the department’s human resources, with direct supervisory responsibilities for four staff members and overall management responsibility for all departmental staff.
  • Advise senior management on thematic issues relevant to the department's work.
  • Develop and maintain close relations with key national and international partners and relevant OSCE colleagues.
  • Represent the department and the Presence in national and international meetings as appropriate.
  • Ensure the quality of all briefing and reports produced by the department.
  • Support senior management in maintaining institutional health and an environment of professionalism, respect, and equality.
  • Perform other duties as assigned.

Required Qualifications:
Candidates must possess a second-level university degree in political sciences, social sciences, international relations, public policy, law, or equivalent professional experience. Additionally, candidates should have substantial professional experience in democratization, particularly in elections, civil society, and media reform. Strong organizational, communication, analytical, and interpersonal skills are essential. The role requires a proven ability to lead a team, preferably in a multicultural environment, and operational competence with relevant IT applications.

Educational Background:
A second-level university degree in political sciences, social sciences, international relations, public policy, law, or equivalent professional experience is mandatory for this position. This educational background is crucial for understanding the complexities of democratization and the political landscape in which the OSCE operates.

Experience:
Candidates must have a minimum of 6 years of relevant, diversified, and progressively responsible professional experience, including at least 3 years at the management level relevant to the position. This experience should encompass work in public administration, international organizations, civic associations, or political affairs, demonstrating a strong understanding of the challenges and opportunities in democratization.

Languages:
Working fluency in the English language is mandatory, along with excellent communication skills. Knowledge of additional languages, particularly those relevant to the South-Eastern European region, would be considered an asset but is not mandatory.

This position is classified as a Senior Management role and is offered on an international secondment basis. The contract is fixed-term, with a full-time schedule.
