Job Overview: The position of International Expert on Human Trafficking Risk Assessment is crucial for the OSCE's efforts to combat human trafficking in Albania, particularly in the context of labor exploitation. The expert will be responsible for developing a comprehensive methodology and sector-specific risk assessments aimed at identifying and mitigating risks associated with trafficking in supply chains. This role involves engaging with various stakeholders, including government institutions and civil society organizations, to ensure that the methodologies developed are contextually relevant and effective. The expert will also analyze existing international frameworks and best practices to tailor solutions that fit the Albanian context, focusing on the labor inspection system and the protection of migrant workers. The assignment is expected to last approximately five months, during which the expert will conduct consultations, draft methodologies, and pilot risk assessments in selected sectors such as hospitality, construction, and domestic work.
Duties and Responsibilities: The duties and responsibilities of the International Expert include:
Developing an inception report outlining the approach, workplan, and methodology framework for labor exploitation risk assessment in supply chains, with a focus on migrant workers and the role of the labor inspectorate.
Conducting a thorough review of international frameworks and national best practices related to trafficking in human beings and labor rights, and adapting these to the Albanian context.
Facilitating stakeholder consultations in Albania with the OSCE, State Labour Inspectorate, relevant ministries, and civil society organizations to gather insights and feedback.
Drafting a general risk assessment methodology applicable to the Albanian labor inspection context.
Conducting a pilot risk assessment in selected sectors to test the developed methodology and gather data on labor exploitation risks.
Preparing comprehensive reports and documentation of findings, methodologies, and recommendations for future actions.
Required Qualifications: The ideal candidate for this position must possess the following qualifications:
Additional specialized training on trafficking in human beings, labor rights, or supply chain due diligence is considered an asset.
A minimum of 7–10 years of professional experience in combating trafficking in human beings, labor rights, or labor inspection systems.
Proven experience in developing risk assessment methodologies, sectoral risk profiles, or monitoring tools related to labor exploitation and supply chains.
Demonstrated experience in advising or supporting government institutions, particularly labor inspectorates, regulatory bodies, or ministries of labor.
Experience in conducting research, assessments, and analysis related to migrant workers and labor exploitation vulnerabilities.
Prior work with international organizations such as OSCE, ILO, EU, or UN on anti-trafficking, labor rights, or human rights projects is highly desirable.
Educational Background: Candidates must have an advanced university degree (Master’s or higher) in relevant fields such as law, social sciences, international relations, public policy, or labor studies. Additional specialized training in trafficking in human beings, labor rights, or supply chain due diligence is advantageous and will enhance the candidate's profile.
Experience: The position requires a significant level of experience, specifically a minimum of 7–10 years in fields related to combating human trafficking, labor rights, or labor inspection systems. Candidates should have a proven track record of developing methodologies and tools for risk assessment in labor exploitation contexts, as well as experience in advising governmental bodies and conducting relevant research.
Languages: Fluency in English is mandatory, particularly in analytical writing and report preparation. Knowledge of Albanian or other languages relevant to the region would be considered a valuable asset, enhancing communication with local stakeholders and facilitating consultations.
Additional Notes: This consultancy is structured as a Special Service Agreement (SSA) and is expected to last approximately five months.
