Job Overview:
The Senior Grants Officer plays a crucial role in managing subawardees involved in maternal, newborn, and child health (MNCH) and nutrition activities under the EpiC project in Haiti. This position requires the officer to maintain routine contact with subawardees, ensuring compliance with both U.S. Department of State (DOS) and FHI 360 policies. The officer will be responsible for conducting compliance site visits, providing ongoing support for financial and management systems, and enhancing the capacity of subawardees. The role demands close collaboration with other operations staff within the EpiC project and the FHI 360 Haiti country office to ensure adherence to regulations and effective implementation of project goals. The Senior Grants Officer will also be involved in evaluating and selecting subrecipients, overseeing the implementation of subawards, and ensuring that all financial submissions are compliant and well-documented.

Duties and Responsibilities:
The Senior Grants Officer will have a comprehensive set of responsibilities, including but not limited to: evaluating and selecting subrecipients through budget analysis and cost negotiation; reviewing subaward agreements for compliance with DOS regulations; overseeing the implementation and monitoring of subawards; conducting financial and operational Pre-Award Assessments (PATs); providing technical assistance to subrecipients; designing and delivering training sessions on grant management; developing subaward monitoring plans; monitoring subrecipient performance through regular reviews; managing oversight mechanisms for second-tier subawards; conducting site visits to validate budget alignment; reviewing and approving cash advance requests; maintaining accurate subaward trackers; preparing monthly compliance reports; leading the subaward closeout process; and performing any other duties as assigned.

Required Qualifications:
Candidates must possess a strong understanding of DOS rules and regulations, particularly 2 CFR 200, and have proven experience in managing subaward portfolios with local Haitian partners. Solid financial management skills are essential, including budget development and review, financial report validation, and budget realignments. Experience in conducting pre-award assessments and delivering capacity-building support to subrecipients is required. Candidates should demonstrate analytical and problem-solving skills, strong relationship management abilities, and familiarity with the Haiti public health sector. Proficiency in Microsoft Office applications and strong writing skills are also necessary.

Educational Background:
A Bachelor’s degree in business administration or a related field is required, along with 7–9 years of relevant experience. Alternatively, a Master’s degree in a similar field with 5–7 years of relevant experience will be considered. Candidates should have demonstrated experience with DOS-funded projects and subaward management processes, as well as the ability to design and deliver training on grants management.

Experience:
The position requires significant experience in grant management, particularly with DOS-funded projects. Candidates should have a proven track record of managing subawards, conducting assessments, and providing technical support to subrecipients. Experience in the Haitian context and familiarity with local NGOs and community-based organizations is highly desirable.

Languages:
Fluency in French and Haitian Creole is mandatory, while advanced English proficiency is preferred. This language requirement is crucial for effective communication with local partners and stakeholders.

The position is based in Petion-Ville, Haiti, and may require travel within Haiti and internationally as needed.
