Job Overview: The Programme Support Officer will play a crucial role within the Department of Humanitarian Response and Recovery (DHRR) at IOM Headquarters. This position involves direct supervision by the Head of the Planning and Coordination Unit and requires close coordination with other units within DHRR. The officer will contribute to strengthening departmental compliance, reporting, and knowledge management systems. The role includes providing programmatic and analytical support to ensure that DHRR’s activities align with organizational standards, donor requirements, and departmental priorities. The officer will maintain an up-to-date understanding of IOM’s crisis response contexts, including evolving humanitarian needs and institutional response frameworks. Additionally, the officer will support the coordination and implementation of internal and institutional reporting efforts, review project proposals and reports, and contribute to donor relations and resource mobilization efforts. This position is integral to ensuring that IOM's humanitarian response is effective and compliant with established standards.
Duties and Responsibilities: The duties and responsibilities of the Programme Support Officer include:
Providing programmatic and analytical support to ensure compliance with IOM and donor requirements.
Maintaining an understanding of IOM’s crisis response contexts and evolving humanitarian needs.
Supporting the coordination of DHRR’s internal and institutional reporting efforts, including contributions to the DG’s Daily Brief and departmental submissions to coordination meetings.
Reviewing project proposals, reports, and appeals from Country Offices and Regional Offices to ensure quality and compliance.
Supporting the institutional scale-up unit with reporting, information management, and crisis response coordination.
Performing other duties as assigned by the supervisor.
Required Qualifications: The required qualifications for the Programme Support Officer position include:
A Master’s degree in Political or Social Sciences, Law, Human Rights, International Affairs, Migration Studies, or a related field from an accredited academic institution with two years of relevant professional experience; or a University degree in the above fields with four years of relevant professional experience.
Experience in humanitarian response and recovery, particularly in disaster or conflict contexts.
Experience working at an international level with the UN, international organizations, and NGOs in complex humanitarian operations.
Excellent drafting and editing skills with a track record of effective communication with diverse audiences.
Educational Background: Candidates must possess either a Master’s degree in relevant fields such as Political or Social Sciences, Law, Human Rights, International Affairs, Migration Studies, or a related field from an accredited institution, or a University degree in the same fields with additional years of relevant professional experience. Accredited Universities are those listed in the UNESCO World Higher Education Database, ensuring that candidates have a recognized educational background that meets international standards.
Experience: Candidates should have a minimum of two years of relevant professional experience if they hold a Master’s degree, or four years if they hold a University degree. Experience should be specifically in the field of humanitarian response and recovery, particularly in contexts of disasters, conflict, or post-conflict areas. Additionally, candidates should have experience working at an international level with the UN, international organizations, and NGOs, particularly in complex humanitarian operations, as well as experience in project development and reporting.
Languages: Fluency in English is required for this position, both oral and written. Knowledge of another official UN language (Arabic, Chinese, French, Russian, Spanish) is considered an advantage. The proficiency of required languages will be evaluated during the selection process, which may include written and/or oral assessments to ensure candidates meet the communication needs of the role.
Additional Notes: This position is a special short-term ungraded contract with an initial duration of four months, with the possibility of extension.
