Job Description
Job Posting Organization: UN-Habitat, the United Nations Human Settlements Programme, is an agency established by the UN General Assembly with the mission to promote socially and environmentally sustainable and resilient towns and cities. The organization focuses on urbanization and human settlement matters within the UN system, aiming to create well-planned, well-governed, and efficient cities and towns. UN-Habitat's work includes ensuring adequate housing, infrastructure, and universal access to essential services such as water, energy, and sanitation. In Ukraine, UN-Habitat is actively involved in supporting recovery efforts at both national and local levels, particularly in response to the ongoing crisis. The organization operates through its Urban Lab in Kyiv, which aids local governments in recovery planning and enhances urban planning capacities through collaboration with various stakeholders, including academia and think tanks. UN-Habitat's strategic plan emphasizes the importance of linking short-term reconstruction needs with long-term resilience solutions, particularly in the context of climate-resilient recovery planning, facilitated by partnerships such as UNITAC with the UN Office for Information and Communication Technologies and HafenCity University.
Job Overview: The Team Lead for the Tech Volunteers for Resilience (Tech4R) programme will play a crucial role in coordinating a team of community UN Volunteers, including GIS specialists, data analysts, web developers, and visualization designers. The primary focus of this position is to design, develop, and deliver a GIS-based dashboard that integrates project and environmental data into a dynamic visual platform. This dashboard aims to support real-time decision-making in disaster contexts, particularly in municipalities like Borodianka that have faced significant infrastructure damage. The Team Lead will ensure that the dashboard is user-friendly, with a bilingual interface in Ukrainian and English, and aligns with UN-Habitat’s visual identity. The role also involves overseeing the setup of the geodatabase and dashboard architecture, facilitating testing and quality assurance processes, and preparing documentation for lessons learned and replication across municipalities. This position is vital for promoting transparent recovery planning and data-driven resilience management in the affected areas.
Duties and Responsibilities: The Team Lead will be responsible for the following duties:
Coordinate the efforts of GIS, data integration, and visualization volunteers in the development of the dashboard.
Oversee the setup of the geodatabase and the architecture of the dashboard to ensure functionality and accessibility.
Ensure that the dashboard interface is bilingual (Ukrainian and English) and adheres to UN-Habitat’s visual identity standards.
Facilitate testing and quality assurance processes to ensure the dashboard meets user needs and institutional requirements.
Document processes and prepare lessons-learned reports to support replication of the dashboard across other municipalities.
Collaborate with various stakeholders to gather feedback and improve the dashboard's features and usability.
Provide mentorship and guidance to volunteers, fostering a collaborative and productive team environment.
Required Qualifications: Candidates for the Team Lead position should possess strong leadership and coordination skills, with a proven ability to manage diverse teams effectively. A solid understanding of GIS technologies and data visualization tools is essential, along with experience in project management and disaster resilience initiatives. The ideal candidate should demonstrate adaptability and creativity in problem-solving, as well as a commitment to the values of accountability and professionalism. Strong communication skills in both Ukrainian and English are mandatory, enabling effective collaboration with team members and stakeholders.
Educational Background: A relevant educational background is required for this position, preferably in fields such as urban planning, geography, environmental science, data science, or a related discipline. Advanced degrees or certifications in GIS or data visualization will be considered an asset, as they demonstrate a higher level of expertise in the necessary technical skills for this role.
Experience: Candidates should have a minimum of 3-5 years of experience in project management, particularly in contexts related to urban planning, disaster resilience, or humanitarian aid. Experience working with GIS technologies and data visualization tools is crucial, as well as familiarity with open-source software solutions. Previous experience in volunteer coordination or working within UN frameworks will be highly regarded, as it indicates an understanding of the organizational culture and operational procedures.
Languages: Fluency in both Ukrainian and English is mandatory for this position, as the dashboard will require a bilingual interface. Knowledge of additional languages may be considered an advantage, particularly if they are relevant to the local context or the communities being served.
Additional Notes: This is a volunteer assignment, not an employment position, and it is unpaid. Volunteers will receive private insurance for health, dental, life, and dismemberment coverage during the assignment. Additional benefits include opportunities for international collaboration and mentorship, skills development in real-world UN-driven projects, and a Certificate of Service upon completion. The assignment supports the Tech4R programme, which mobilizes skilled digital volunteers to create open-source solutions for enhancing disaster resilience.
