Job Overview:
The Expert on Sanctions will serve as a member of a Panel reporting to the Sanctions Committee and the Security Council, focusing on the implementation of sanctions related to Al-Shabaab. This position requires a deep understanding of sanctions regimes and the ability to conduct thorough investigations into potential violations. The Expert will contribute to monitoring sanctions measures, investigating alleged violations, and preparing reports for the Security Council. The role involves significant fieldwork, including gathering information from various stakeholders and conducting analyses of Al-Shabaab's revenue sources and illegal activities. The Expert will also be responsible for providing recommendations for improved implementation of sanctions and ensuring due process for all parties involved in investigations. This position is expected to become available in January 2026, with an initial contract period of 12 months, and requires a commitment to uphold the standards and regulations of the United Nations.

Duties and Responsibilities:
The Expert will have a comprehensive set of duties and responsibilities, including:
  • Monitoring sanctions measures and investigating alleged violations related to peace and security in Africa, particularly concerning Al-Shabaab.
  • Conducting detailed analyses of Al-Shabaab's revenue sources, methods of storage and transfer, and illegal taxation systems.
  • Investigating activities that generate revenues used to commit violations of the arms embargo.
  • Compiling information on individuals and entities involved in sanctions violations, including financial misappropriation.
  • Contributing to the preparation of reports for the Al-Shabaab Sanctions Committee and the Security Council, ensuring high standards of evidence and methodology.
  • Preparing and delivering briefings and presentations on the Somalia sanctions regime and the Panel's activities.
  • Identifying areas for capacity strengthening among States to enhance sanctions implementation.
  • Participating in investigative missions and consultations to gather information from various sources.
  • Classifying and archiving materials obtained during investigations. 1
  • Submitting an End of Assignment Report at the end of the mandate. 1
  • Abiding by UN rules and regulations and drafting correspondence related to responsibilities.

Required Qualifications:
Candidates must possess an advanced university degree (Master's degree or equivalent) in military science, political science, international relations, law, journalism, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. A minimum of ten years of progressively responsible experience in a relevant field is required, including at least three years of field experience. Candidates should demonstrate strong field research or investigative experience, particularly in post-conflict or transitional situations. Experience in writing high-quality reports and proven interpersonal skills in complex political environments are essential. A demonstrated understanding of sanctions regimes within the UN or regional organizations is highly desirable, as is experience working under UN regulations and culture.

Educational Background:
The educational background required for this position includes an advanced university degree (Master's degree or equivalent) in relevant fields such as military science, political science, international relations, law, or journalism. A first-level university degree may be accepted if accompanied by additional qualifying experience. This educational foundation is crucial for understanding the complexities of sanctions and international relations.

Experience:
Candidates should have a minimum of ten years of progressively responsible experience in relevant fields, with at least three years of field experience. This experience should include significant work in post-conflict or transitional situations, demonstrating the ability to conduct thorough investigations and analyses related to sanctions. Strong field research or investigative experience is essential, along with a proven track record of writing high-quality reports and navigating complex political environments.

Languages:
Fluency in English is mandatory for this position. Knowledge of Arabic is considered an advantage, as well as familiarity with Somali and/or local Somali dialects, which would enhance communication and understanding in the context of the role.

Additional Notes:
This consultancy position is classified as level C according to the UN Secretariat Administrative Instruction on Consultants and Individual Contractors. The role requires travel to engage with government officials and other stakeholders, with all travel conducted in Economy Class.
