Job Overview: The Project Coordinator will be responsible for leading the implementation of various data- and operations-focused activities that align with the broader objectives of IOM Pakistan. This role involves working under the supervision of the Chief of Mission and the Senior Programme Coordinator (Emergency and Post-Crisis). The successful candidate will coordinate project activities related to disaster response and support for vulnerable migrants. This includes preparing project proposals, liaising with authorities and partners, overseeing day-to-day implementation, and ensuring capacity building and monitoring. The Project Coordinator will also develop innovative uses of data to improve service delivery and advocacy for the rights of vulnerable migrants in Pakistan. Additionally, the role may require field deployments to oversee operations and support emergency response activities.
Duties and Responsibilities: The Project Coordinator will have a comprehensive set of responsibilities, including planning, coordinating, and monitoring the implementation of project activities linked to disaster response. This involves preparing project proposals, liaising with authorities, donors, and partners, and overseeing daily project implementation. The coordinator will conduct regular visits to operational areas for project monitoring and capacity building, and will work closely with the Resource Management unit to coordinate procurement, logistics, finance, compliance, HR, and administrative tasks. The role also includes drafting reports, ensuring project data is archived and shared appropriately, and developing advocacy strategies to enhance the rights of vulnerable migrants. The Project Coordinator will be responsible for drafting concept notes, proposals, and budgets, and monitoring project expenditures according to internal and donor requirements. Other duties may be assigned as necessary.
Required Qualifications: Candidates must possess a Master’s degree in International Relations, Conflict Resolution, Management, Social Sciences, or a related field from an accredited institution, along with two years of relevant professional experience. Alternatively, a Bachelor's degree in the same fields with four years of relevant experience is acceptable. Candidates should have experience in emergency response, displacement data, and recovery programs, preferably at a managerial level. Strong organizational, monitoring, and evaluation skills are essential, along with the ability to work independently and deliver objectives in challenging situations. Experience in liaising with government authorities and understanding the humanitarian context in Pakistan is also required.
Educational Background: The educational background required for this position includes a Master’s degree in relevant fields such as International Relations, Conflict Resolution, Management, or Social Sciences from an accredited academic institution. Candidates with a Bachelor's degree in these fields must have additional relevant professional experience to qualify. Accredited institutions are those listed in the UNESCO World Higher Education Database, ensuring that candidates have received quality education that meets international standards.
Experience: Candidates should have a minimum of two years of relevant professional experience for those with a Master’s degree, or four years for those with a Bachelor's degree. Experience in emergency response, displacement data, and recovery programs is crucial, particularly in emergency and post-crisis environments. Prior managerial experience is preferred, along with practical field experience in humanitarian action and relief interventions. Familiarity with IOM’s operational frameworks and previous roles in similar capacities will be considered advantageous.
Languages: Fluency in English and Urdu, both spoken and written, is required for this position. Candidates will be evaluated on their language proficiency during the selection process, which may include written and oral assessments. While English and Urdu are mandatory, familiarity with other languages such as French or Spanish may be beneficial, given that IOM's official languages include these as well.
Additional Notes: The position is subject to funding confirmation, and the selection process may be used to fill similar positions in various duty stations. Recommended candidates will remain eligible for appointment in similar roles for a period of 24 months. National Professional Officers must be nationals of the country of their employment, and appointments will be contingent upon medical fitness certification and verification of residency and visa requirements.
