Job Overview:
The consultant will work closely with various stakeholders, including the Ministry of Health and provincial governments, to develop, validate, and implement strategic SBC plans. These plans will address health, nutrition, and child protection needs through an integrated approach. The consultant will be responsible for conducting situational analyses, leading consultations, developing SBC plans, building capacity, and supporting rollout preparations. The role requires collaboration with UNICEF's SBC unit and other sections to ensure effective implementation of strategies that are culturally responsive and context-specific.

Duties and Responsibilities:
  • Conduct Situational Analysis: Review existing research and data to identify behavioral drivers and barriers, and map stakeholders and communication platforms.
  • Lead National and Provincial Consultations: Facilitate workshops with health directorates and community leaders to document local priorities and insights.
  • Develop SBC Plans: Draft five evidence-based SBC plans tailored to each province and national partners, including objectives, audience segmentation, messaging strategies, and monitoring tools.
  • Capacity Building: Create planning tools and conduct training sessions for local teams based on UNICEF guidance.
  • Support Rollout Preparation: Provide technical assistance for startup activities and coordinate sessions for plan approval. Deliverables include situational analysis reports, consultation documentation, strategic SBC plans, training materials, and rollout preparation plans.

Required Qualifications:
Candidates must possess a minimum of 10 years of professional experience in communication, social mobilization, and SBC. They should have demonstrated experience in project coordination, data collection, and developing evidence-based strategies. Strong analytical skills and knowledge management capabilities are essential, along with the ability to design and implement SBC interventions in various contexts. Experience working with government institutions, UN agencies, and NGOs is highly desirable, as is knowledge of African cultures and child development practices.

Educational Background:
An advanced university degree (Master's) in social sciences, anthropology, psychology, or related fields is required. A Bachelor's degree with additional experience may be considered in lieu of a Master's degree.

Experience:
The position requires a minimum of 10 years of relevant professional experience, particularly in communication and social mobilization, SBC, and community engagement. Candidates should have a proven track record in project coordination and the development of SBC strategies, with experience in humanitarian contexts being an advantage.

Languages:
Fluency in Portuguese and proficiency in English are mandatory. Knowledge of additional languages is considered an asset.
