Job Overview:
The Financial Management Support Officer will play a crucial role in supporting the financial management functions of regional programs within the IOM's Regional Office for Europe and Central Asia (ECA). This position involves working closely with the Deputy Regional Director and the Regional Financial Comptroller to ensure effective budget preparation, monitoring, and compliance with donor requirements. The successful candidate will be responsible for conducting financial analyses, preparing financial reports, and coordinating with various Country Offices to ensure accurate financial data and compliance with institutional policies. The role requires a proactive approach to financial oversight and the ability to adapt to evolving operational needs, making it essential for the candidate to possess strong analytical and organizational skills.

Duties and Responsibilities:
The duties and responsibilities of the Financial Management Support Officer include, but are not limited to:
  • Assisting in the management of office resources, including assets, supplies, and petty cash, in accordance with IOM procedures.
  • Maintaining and updating financial systems, including staff and office cost allocation in PULSE.
  • Advising on travel arrangements processes and providing logistical support for staff and visitors.
  • Organizing meetings, trainings, and special events, ensuring proper venue setup and participant coordination.
  • Providing general office support, including scheduling, correspondence handling, and mail distribution.
  • Compiling background information and assisting in the preparation of reports, briefs, and presentations.
  • Monitoring financial activities of the Regional Office, including expenditure recording and tracking.
  • Conducting monthly transaction reviews and liaising with Country Offices to ensure data accuracy and donor compliance.
  • Supporting the preparation of budgets, forecasts, and financial reports, including necessary documentation. 1
  • Reviewing invoices, travel expense claims, and payment requests for completeness and compliance. 1
  • Coordinating with finance teams across Country Offices to ensure harmonized reporting and oversight. 1
  • Assisting Country Offices with audit preparation and verification visits. 1
  • Supporting the development of tools and mechanisms to strengthen financial oversight and inform decision-making. 1
  • Performing other related duties as assigned, adapting to evolving operational needs.

Required Qualifications:
The position requires a Bachelor’s degree in Finance, Accounting, or Business Administration from an accredited institution, along with four (4) years of relevant professional experience. Alternatively, candidates with a High School Diploma and at least six (6) years of relevant professional experience will also be considered. Accredited Universities are those listed in the UNESCO World Higher Education Database. Candidates must demonstrate a strong understanding of financial rules and regulations, as well as experience in applying knowledge of relevant financial disciplines.

Educational Background:
Candidates must possess a Bachelor’s degree in Finance, Accounting, or Business Administration from an accredited institution. Alternatively, a High School Diploma with significant relevant experience is acceptable. The educational qualifications must be from institutions recognized by the UNESCO World Higher Education Database, ensuring that the candidate has a solid foundation in financial principles and practices.

Experience:
Candidates should have a minimum of four (4) years of relevant professional experience in financial management, particularly within the context of regional programs in the United Nations or similar organizations. Experience in applying internal control procedures to prevent fraud and mismanagement is essential. Additionally, candidates should have experience in ensuring compliance with institutional financial policies and guidelines, as well as familiarity with computerized accounting systems, including SAP applications. Proficiency in office software packages such as MS Word and Excel is also required.

Languages:
Fluency in English, both oral and written, is mandatory for this position. A working knowledge of any other language of the region is considered an advantage. IOM's official languages include English, French, and Spanish, and proficiency in these languages may be evaluated during the selection process, which could include written and/or oral assessments.

Additional Notes:
This position is subject to local recruitment, and only candidates holding a valid residence and work permit for Austria will be considered. The selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for a period of 24 months. Any offer made to the candidate is contingent upon funding confirmation. Candidates must also be certified as medically fit for appointment and must undergo verification of residency, visa, and authorizations by the concerned government, where applicable.
