Job Overview:
The GIS Consultant position is focused on providing technical support to the Ministry of Culture Youth and Sports (MCYS) in Kosovo. The primary function of this role is to assist in the delineation of perimeters and buffer zones around protected cultural heritage sites, which is a legal requirement under the Law on Cultural Heritage. The consultant will engage in spatial analysis and mapping to ensure that these heritage sites are adequately protected from unauthorized construction and urban expansion. The role requires collaboration with various stakeholders, including the OSCE Activity Managers and cultural heritage experts from MCYS, to produce high-quality maps and reports that meet the expectations of the involved parties. The consultant will be expected to deliver a workplan, draft proposals, and final reports within specified deadlines, ensuring that the cultural, historical, and aesthetic values of the heritage sites are preserved.

Duties and Responsibilities:
The GIS Consultant will be responsible for several key tasks:
  • Prepare a detailed workplan in collaboration with OSCE Activity Managers and MCYS, outlining the cultural heritage sites to be mapped.
  • Gather existing site boundaries and maps from relevant cultural heritage institutions.
  • Conduct on-site spatial analysis to propose appropriate perimeters and buffer zones for selected sites.
  • Produce high-resolution maps, both in hardcopy and digital formats, showcasing the delineated perimeters and buffer zones.
  • Submit a draft report to the OSCE Activity Manager for feedback, followed by a final report that meets the required standards. The consultant will also be responsible for ensuring timely submission of all deliverables and maintaining communication with stakeholders throughout the assignment.

Required Qualifications:
Candidates must possess a university degree in geography, urban planning, or civil engineering. A minimum of two years of relevant experience in spatial analysis, site mapping, and developing GIS-based reports is required. The ideal candidate should have experience in mapping and defining boundaries, particularly in infrastructure or urban planning projects. Proficiency in GIS software, such as QGIS or PROJ, is essential. Experience in creating maps for cultural heritage sites is highly desirable, as is experience working with government or international organizations. Strong communication skills, attention to detail, and a commitment to quality control are also necessary for this role.

Educational Background:
The position requires a Bachelor's Degree, which is defined as a first-level university degree or equivalent in a relevant field such as geography, urban planning, or civil engineering. This educational background is crucial for understanding the complexities involved in spatial analysis and cultural heritage site management.

Experience:
The consultant should have at least two years of professional experience in conducting spatial analysis and site mapping. This experience should include developing GIS-based reports that support planning decisions, as well as familiarity with infrastructure or urban planning projects. Experience in working with cultural heritage sites and knowledge of relevant legislation is highly advantageous.

Languages:
