Job Overview:
The Rapid Response Programme Support Officer will play a crucial role in providing program support as part of the rapid response deployment managed by the Department of Humanitarian Response and Recovery (DHRR) at IOM Headquarters. This position involves deploying to emergencies, either individually or as part of the Rapid Response Team, and coordinating and implementing program support activities during deployments. The officer will work under the supervision of the Senior Emergency Preparedness and Response Officer and will be responsible for enhancing country office capacities to design and develop new programs/projects, ensuring compliance with reporting requirements, and expanding visibility and resource mobilization efforts. The role requires readiness to travel extensively, approximately 2/3 of the working time, to various emergency situations worldwide, ideally within 72 hours of notification, for periods generally not exceeding two months, with the possibility of extension in exceptional circumstances.

Duties and Responsibilities:
The duties and responsibilities of the Rapid Response Programme Support Officer include deploying to new emergency situations to support country offices in starting up or scaling up program support functions. This involves enhancing the capacity of country offices to design and develop new programs/projects based on a solid results framework, increasing reporting compliance, and expanding visibility and resource mobilization. The officer will coordinate the operational, administrative, and financial aspects of ongoing projects, ensuring oversight of project implementation in collaboration with the Resource Management unit. They will also liaise with IOM financial officials and program managers to ensure adherence to financial requirements. Additionally, the officer will coordinate the development of IOM emergency appeals, Crisis Response Plans, and contribute to inter-agency documents and reporting on emergency responses. They will assess program implementation modalities, ensure integration of IOM's cross-cutting priorities in emergency programming, and oversee monitoring activities to assess project implementation. The officer will also identify, train, and supervise team members involved in reporting, project development, and monitoring and evaluation, and represent the Rapid Response Crisis Coordinator in inter-agency meetings as needed.

Required Qualifications:
Candidates must possess a Master's degree in Political or Social Sciences, International Relations, Humanitarian Affairs, or a related field from an accredited academic institution, along with five years of relevant professional experience. Alternatively, a University degree in the aforementioned fields with seven years of relevant professional experience is acceptable. Experience working in IOM country offices on project development, reporting, and donor liaison, particularly in crisis settings, is advantageous. Candidates should have experience in coordinating with various program units and establishing working relations with government counterparts and UN agencies, as well as experience in the field of Migration or Development, preferably in post-conflict and hardship locations. A solid understanding of conflict sensitivity as a core principle and the ability to incorporate it throughout the project cycle is also required.

Educational Background:
The educational background required for this position includes a Master's degree in Political or Social Sciences, International Relations, Humanitarian Affairs, or a related field from an accredited institution. Accredited universities are those listed in the UNESCO World Higher Education Database. Alternatively, a University degree in the same fields with additional years of relevant professional experience is acceptable.

Experience:
The position requires candidates to have significant experience, specifically five years of relevant professional experience with a Master's degree or seven years with a University degree. Experience in IOM country offices, particularly in project development, reporting, and donor liaison in crisis settings, is highly valued. Candidates should also have experience in project design and a solid understanding of conflict sensitivity principles, including the ability to apply conflict analysis tools and adjust programming accordingly.

Languages:
Fluency in English is mandatory for all applicants, both oral and written. Working knowledge of another UN official language (Arabic, Chinese, French, Russian, or Spanish) is considered an advantage. Proficiency in the required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The position is a Special Fixed Term contract for up to 6 months, with the possibility of extension. It is categorized as a professional level position (P-3). The role requires international mobility, and candidates must be prepared for frequent travel. The selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar positions for 24 months.
