The position is located within the Analytics and Project Management Service of the Business Transformation and Accountability Division (BTAD) of the Department of Management Strategy, Policy and Compliance (DMSPC) at the United Nations. Job Overview:
The Chief of Service will lead initiatives in business transformation and continuous improvement within the UN's management framework. This role involves identifying opportunities for modernization and innovation, particularly through the use of generative AI to enhance operational efficiency. The Chief will oversee project management efforts that support these transformations, ensuring that key performance indicators are established and utilized effectively. The position requires a proactive approach to modernizing business practices and delivering analytical insights to senior management and other stakeholders. The Chief will also be responsible for developing analytical tools and reports that facilitate evidence-based decision-making and compliance monitoring, thereby contributing to the overall strategic goals of the UN.

Duties and Responsibilities:
The Chief of Service will have a wide range of responsibilities including leading the vision for business transformation, overseeing project management initiatives, and ensuring the effective use of data analytics. Specific duties include:
  • Identifying and implementing opportunities for modernization and innovation within the UN's operations.
  • Providing leadership in the development of analytical products and tools to support decision-making.
  • Coordinating the work of various units within the service and with other UN entities.
  • Preparing reports for intergovernmental bodies and ensuring high-quality standards in all outputs.
  • Managing the service's budget and resources, including recruitment and staff development.
  • Leading meetings and seminars on substantive issues and representing the service at various international forums.
  • Fostering teamwork and communication among staff and ensuring a collaborative work environment.

Required Qualifications:
Candidates must possess an advanced university degree in business or public administration, management information systems, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Additionally, candidates should demonstrate a strong understanding of management principles, project management, and data analytics.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in a relevant field is required. A first-level university degree may be accepted if accompanied by significant relevant experience. This educational background is essential for understanding the complexities of management and analytics in a large international organization like the UN.

Experience:
A minimum of fifteen years of progressively responsible experience in management, including areas such as management information systems, business analytics, project management, and change management is required. Experience in large, complex international organizations is essential, as is experience in leading diverse teams in a multicultural environment. Familiarity with the UN system or similar international organizations is desirable, highlighting the need for candidates to have a robust understanding of the unique challenges and dynamics within such entities.

Languages:
English is the required working language for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is also a working language of the UN, but it is not specified as a requirement for this position. Candidates should be able to communicate effectively in English, as it is the primary language used in the UN Secretariat.
