Job Overview:
The Expert on the Sanctions Committee will play a crucial role in monitoring and investigating sanctions violations related to threats to peace and security in Africa, particularly concerning the Al-Shabaab group. This position requires a deep understanding of the sanctions regime and the ability to conduct thorough investigations into potential violations, including arms embargoes and the use of improvised explosive devices (IEDs). The Expert will work closely with a panel of experts and will be responsible for providing recommendations to support the Federal Government of Somalia in managing weapons and ammunition, as well as reducing smuggling activities. The role involves preparing reports, conducting field research, and engaging with various stakeholders to gather information and assess compliance with sanctions measures. The Expert will also contribute to the development of strategies for improved implementation of Security Council resolutions and will be expected to deliver presentations and briefings on the Panel's activities.

Duties and Responsibilities:
The Expert will have a wide range of duties and responsibilities, including:
  • Monitoring sanctions measures and investigating alleged violations as mandated by Security Council resolutions.
  • Investigating potential violations of the arms embargo, particularly concerning maritime routes and armed groups like Al-Shabaab.
  • Providing recommendations to the Al-Shabaab Sanctions Committee on supporting the Federal Government of Somalia in weapons management and reducing smuggling.
  • Collaborating with Armed Groups Experts to monitor compliance with the arms embargo regime.
  • Contributing to reports on violations of the sanctions regime and preparing periodic briefings for the Al-Shabaab Sanctions Committee.
  • Compiling information on individuals and entities potentially engaging in sanctions violations.
  • Preparing and delivering briefings and presentations on the sanctions regime and the Panel's activities.
  • Identifying areas for capacity strengthening among States to enhance sanctions implementation.
  • Ensuring reports adhere to high standards of evidence and methodology. 1
  • Providing due process to Member States and individuals during investigations. 1
  • Participating in the preparation of the Panel's work program and updating it regularly. 1
  • Engaging in investigative missions and consultations to gather information from various stakeholders. 1
  • Classifying and archiving materials obtained during investigations. 1
  • Submitting an End of Assignment Report at the end of the mandate. 1
  • Abiding by the rules and regulations of the United Nations and drafting correspondence as needed.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in military science, political science, international relations, law, journalism, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. A minimum of ten years of progressively responsible experience in a relevant field is required, including at least three years of field experience. Significant field experience in post-conflict or transitional situations is essential, along with strong field research or investigative experience. Candidates must demonstrate experience in writing high-quality reports and possess proven interpersonal skills in complex political environments. A solid understanding of sanctions regimes within the context of the United Nations or regional organizations is highly desirable, as is experience working under UN rules and regulations.

Educational Background:
The educational background required for this position includes an advanced university degree (Master’s degree or equivalent) in relevant fields such as military science, political science, international relations, law, or journalism. A first-level university degree may be accepted if accompanied by additional qualifying experience. This educational foundation is critical for understanding the complexities of sanctions regimes and the geopolitical landscape in which the Expert will operate.

Experience:
The position requires a minimum of ten years of progressively responsible experience in relevant fields, with at least three years of field experience in post-conflict or transitional situations. Candidates should have strong field research or investigative experience, particularly in areas related to sanctions and arms control. Experience in writing high-quality reports is essential, as is the ability to navigate complex political environments and engage with various stakeholders effectively.

Languages:
Fluency in English is mandatory for this position. Knowledge of Arabic is considered an advantage, as well as familiarity with Somali and/or local Somali dialects. Proficiency in these languages will enhance communication and engagement with local stakeholders and contribute to the effectiveness of the Expert's work.

Additional Notes:
This consultancy position is classified as level C according to the Secretariat Administrative Instruction on Consultants and Individual Contractors. The position is expected to require travel to engage with government officials and other interlocutors, with all travel conducted in Economy Class.
