Job Overview:
The Expert on the Sanctions Committee will play a crucial role in monitoring and investigating alleged violations of sanctions measures as mandated by the Security Council. This position requires a deep understanding of the sanctions regime, particularly in relation to peace and security in Africa. The Expert will contribute to the preparation of reports and recommendations based on investigations and country visits, ensuring that the sanctions regime is effectively implemented. The role involves collaboration with various stakeholders, including government authorities, civil society, and UN field presences, to gather information and assess compliance with sanctions. The Expert will also be responsible for delivering briefings and presentations on the Panel's activities and findings, thereby contributing to the broader goals of the Security Council.

Duties and Responsibilities:
The Expert will have a wide range of duties and responsibilities, including:
  • Monitoring sanctions measures and investigating alleged violations related to the recruitment and use of children in armed conflict, targeting of civilians, and obstruction of humanitarian assistance in Somalia.
  • Reporting on violations of the sanctions regime through detailed reports to the Al-Shabaab Sanctions Committee and the Security Council.
  • Preparing recommendations for improved implementation of Security Council resolutions based on investigations and outreach activities.
  • Compiling information on individuals and entities potentially engaging in sanctions violations.
  • Delivering briefings and presentations on the sanctions regime and the Panel's activities.
  • Identifying areas for capacity strengthening among States to enhance sanctions implementation.
  • Ensuring high standards of evidence and methodology in reporting.
  • Providing due process to Member States and individuals during investigations.
  • Participating in investigative missions and consultations to gather information. 1
  • Classifying and archiving materials obtained during investigations. 1
  • Submitting an End of Assignment Report at the end of the mandate. 1
  • Abiding by UN rules and regulations and drafting correspondence as needed.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in political science, international relations, law, journalism, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. A minimum of ten years of progressively responsible experience in a relevant field is required, including at least three years of field experience. Candidates should have significant field experience in post-conflict or transitional situations, strong field research or investigative experience, and a proven ability to write high-quality reports. Interpersonal skills in complex political environments are essential, along with a demonstrated understanding of sanctions regimes in various settings. Experience working under UN regulations and methods is highly desirable.

Educational Background:
The educational background required for this position includes an advanced university degree (Master’s degree or equivalent) in a relevant field such as political science, international relations, law, or journalism. Candidates with a first-level university degree may be considered if they have additional qualifying experience. This educational foundation is crucial for understanding the complexities of sanctions and their implementation.

Experience:
Candidates must have a minimum of ten years of progressively responsible experience in relevant fields, with at least three years of field experience. This experience should include significant exposure to post-conflict or transitional situations, as well as strong investigative skills in the area of expertise. Proven experience in writing high-quality reports is also essential, as is the ability to navigate complex political environments effectively.

Languages:
Fluency in English is mandatory for this position. Knowledge of Arabic is considered an advantage, as is familiarity with Somali and/or local Somali dialects. Proficiency in these languages will enhance communication and engagement with various stakeholders in the region.

Additional Notes:
This position is classified as a level C consultancy according to the UN's guidelines for consultants and individual contractors. It is expected to require travel to engage with government officials and other stakeholders, with all travel conducted in Economy Class.
