Job Overview: The Senior Project Development Associate will play a crucial role in supporting the Regional Project Development Unit (RPDU) under the direct supervision of the Regional Project Development Officer (RPDO). This position involves providing technical guidance on project development and institutional processes, particularly in relation to the Project Cycle Management (PCM) framework. The incumbent will be responsible for monitoring and analyzing project development opportunities within the region, supporting project development for smaller Country Offices (COs), and enhancing capacity in institutional processes such as PRIMA and the Project Handbook. The role also includes coordinating project proposal endorsement processes, knowledge management, and resource mobilization efforts, ensuring that the IOM's strategic objectives are met effectively and efficiently.
Duties and Responsibilities: The duties and responsibilities of the Senior Project Development Associate include:
Supporting the RPDO in capacity building, training, and providing technical support to Country Offices regarding Project Cycle Management processes, including the use of PRIMA and results-based reporting.
Coordinating the review, endorsement, and tracking of project proposals developed by COs in the region, ensuring alignment with the Strategic Results Framework (SRF).
Overseeing the review, approval, and tracking of project reports from COs, ensuring compliance with IOM standards.
Promoting engagement in Knowledge Management (KM) platforms and practices across the region, facilitating the effective use of PRIMA.
Identifying project development opportunities and calls for proposals, and supporting the development of policies and reports in collaboration with Regional Thematic Units (RTUs).
Serving as a resource for COs by providing insights on resource mobilization efforts and best practices in project development.
Supporting the development of regional/multi-country projects and facilitating engagement in institutional processes such as the IOM Development Fund (IDF).
Developing internal reports, presentations, and briefings as required.
Ensuring the continued functioning of the RPDU in the absence of the RPDO by coordinating requests from partners. 1
Participating in relevant workshops and meetings as directed by the RPDO or Deputy Regional Director (DRD) for Operations. 1
Performing any other duties as assigned.
Required Qualifications: The position requires a Bachelor’s degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations, Law, or a related field, along with four years of relevant professional experience. Alternatively, candidates with a High School diploma and six years of relevant experience will also be considered. Accredited universities are those listed in the UNESCO World Higher Education Database. Candidates must demonstrate experience in migration issues, project management, and technical expertise in project development, as well as experience liaising with governmental authorities and other institutions.
Educational Background: Candidates must possess a Bachelor’s degree in a relevant field such as Political or Social Sciences, Business Administration, Migration Studies, International Relations, Law, or a related discipline. Those with a High School diploma must have additional relevant experience to qualify for the position. The educational qualifications must be from accredited institutions recognized by the UNESCO World Higher Education Database.
Experience: Candidates should have significant experience in the field of migration, including operational and field experience, with a strong background in project management and development. Demonstrated expertise in project development and experience in liaising with governmental authorities, national and international institutions, private sector entities, and NGOs are essential. Work experience in project development within the region is considered an asset.
Languages: Fluency in English and Thai is required for this position, both oral and written. Additionally, working knowledge of any other language relevant to the region is advantageous. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: This position is classified as General Service, G.6, and is a one-year fixed-term appointment with an estimated start date as soon as possible. The closing date for applications is 24 October 202
The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months.
