Job Overview:
The Development Coordination Officer, Partnerships position is integral to the UN's efforts in achieving the Sustainable Development Goals (SDGs) through effective partnerships and resource mobilization. The role involves providing substantive support for strategic planning and coordination of UN Country Team (UNCT) partnerships aimed at achieving the SDGs. The officer will guide joint strategic partnerships, facilitate resource mobilization for the UN Sustainable Development Cooperation Framework, and work closely with various stakeholders, including private sector entities and civil society organizations. The position requires a proactive approach to identifying opportunities for collaboration and ensuring that partnerships align with the UN's strategic objectives. The officer will also be responsible for conducting knowledge management and capacity development activities related to partnerships and resource mobilization, ensuring that the UNCT is well-equipped to engage with diverse partners effectively.

Duties and Responsibilities:
  • Provide substantive support for strategic planning and coordination of UNCT strategic partnerships for SDG achievement, including guidance on the development and implementation of the UN Partnership Strategy.
  • Guide and coordinate UNCT working groups for effective implementation and monitoring of the partnership strategy, making adjustments as necessary.
  • Liaise with UN entities at various levels to define value propositions for local partnerships and engage stakeholders.
  • Advise the Resident Coordinator and UNCT on risks and opportunities related to partnerships, providing analysis and recommendations on due diligence processes.
  • Develop and implement resource mobilization strategies for Cooperation Framework priorities, monitoring and enhancing existing partnerships.
  • Facilitate the design and implementation of joint programmes for resource mobilization, coordinating the preparation of the Funding Framework.
  • Promote partnerships initiatives to drive financing for development, preparing briefing papers and discussion points on partnership issues.
  • Conduct knowledge management activities, promoting collaboration and sharing best practices among UNCT members.
  • Maintain a knowledge repository of potential donors and monitor successful models of SDG partnerships. 1
  • Keep abreast of emerging innovative approaches in partnerships and resource mobilization, proposing new ways of working.

Required Qualifications:
Candidates must possess a minimum of seven years of progressively responsible experience in providing strategic support to partnerships, project/programme management, resource mobilization, or development finance. Relevant experience in a conflict or mission setting country is required, along with proven expertise in UN/IFI strategic partnership building. Experience working or liaising with headquarters and regional organizations is also desirable. Candidates should demonstrate strong analytical skills, the ability to engage with diverse stakeholders, and a commitment to the principles of sustainable development.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business or public administration, sustainable development, social sciences, education, or a related area is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:
The position requires a minimum of seven years of progressively responsible experience in relevant fields such as partnerships, project management, resource mobilization, or development finance. Candidates should have experience in a conflict or mission setting country and demonstrate expertise in building strategic partnerships within the UN or international financial institutions.

Languages:
English and French are the working languages of the United Nations Secretariat. For this position, proficiency in either English or French is required, with a minimum level of proficiency as per the UN Language Framework. Candidates should be able to read, write, listen, and speak effectively in the required language.

This is a fixed-term limited position with an initial appointment period of one year, subject to availability of funds and budgetary approval.
