Job Overview: The Country Finance Manager position is a critical role within the Danish Refugee Council, responsible for overseeing all financial functions within the country program. This includes managing accounting, payments, banking, payroll, budgeting, financial reporting, and grant financial management. The Finance Manager will work under the supervision of the Head of Support Services and will ensure compliance with donor regulations, DRC’s internal policies, and local government regulations. This role requires a high level of expertise in finance and ERP systems, particularly DRC Dynamics, and involves direct management of finance staff at the Country Office and technical supervision of finance staff in Field Offices. The Finance Manager will also provide financial support to program staff, ensuring that budgets and financial reports are accurate and timely.
Duties and Responsibilities: The Finance Manager will lead the country finance team, ensuring overall financial management of the DRC SSD program. Key responsibilities include ensuring compliance with DRC’s Operations Handbook and donor requirements, maintaining proper financial procedures, overseeing day-to-day accounting functions, and managing the Country Master Budget. The Finance Manager will gather information from Area Offices to consolidate budgets for project proposals, maintain financial trackers, and lead monthly review meetings with HQ focal controllers. Additionally, the role involves ensuring that Finance Coordinators support budget holders in preparing budgets and reports, managing treasury and accounting functions, and leading the year-end closing process. The Finance Manager will also work closely with the Head of Support Services to implement and improve financial management policies and provide training and capacity building for finance staff.
Required Qualifications: Candidates must possess a postgraduate university degree in Economics, Finance/Accounting, or Business Administration. A minimum of five years of international practical experience in financial management is essential, along with at least three years of experience working with international NGOs and three years in team management. Candidates should demonstrate competence in providing technical guidance and training, as well as proficiency in MS Office applications, particularly Excel. Excellent communication skills, both written and spoken in English, are required, along with strong interpersonal skills and the ability to motivate and influence others.
Educational Background: The position requires a postgraduate university degree in a relevant field such as Economics, Finance, Accounting, or Business Administration. This educational background is crucial for understanding complex financial systems and regulations, as well as for effectively managing financial operations within the organization.
Experience: The ideal candidate should have a minimum of five years of international practical experience in financial management, with at least three years of experience specifically working with international NGOs. Additionally, candidates should have a minimum of three years of experience in managing teams, demonstrating the ability to lead and develop finance staff effectively.
Languages: Proficiency in English, both written and spoken, is mandatory for this position. While English is the primary language required, knowledge of additional languages may be considered an asset, particularly if they are relevant to the regions in which DRC operates.
