In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment:
> Division for the Advancement of Women (DAW)
> International Research and Training Institute for the Advancement of Women (INSTRAW)
> Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI)
> United Nations Development Fund for Women (UNIFEM)
The main roles of UN Women are:
> To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms.
> To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society.
> To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.
Job Description

The Independent Evaluation, Audit and Investigation Services (IEAIS) provides independent evaluation, internal audit, and investigation assurance, as well as advisory services to management on UN Women’s programs, controls, business systems, and processes, identifying good practices and providing recommendations for improvement.
Job Overview: The Evaluation Consultant will work under the supervision of the Regional Evaluation Specialist for Asia and the Pacific and in consultation with the Chief of the Independent Evaluation Service (IES). The consultant will contribute to corporate evaluations, including synthesis and rapid assessments, and support the evaluation function for the Asia and the Pacific region. The role involves conducting corporate evaluations, supporting preliminary research, documentation review, and analysis processes. The consultant will also support or lead data collection efforts, including desk reviews, survey design, key informant interviews, and focus group discussions. The consultant will undertake quantitative and qualitative data analysis, create visualizations, and assist in drafting evaluation reports and communication packages. Additionally, the consultant will support the Regional Office for Asia and the Pacific evaluation function, ensuring quality assurance of decentralized evaluations and facilitating the use of evaluation learnings in UN Women efforts in the region.
Duties and Responsibilities:
Support the conduct of corporate evaluations as an evaluation team member (70% of time effort).
Conduct preliminary research, documentation review, and analysis processes, including evaluation portfolio analysis based on relevant documents and corporate data.
Support or lead data collection efforts, including desk reviews, survey design, key informant interviews, and focus group discussions.
Undertake quantitative and qualitative data analysis for case studies and create data visualizations, tables, and graphs for key documents.
During the evaluation reporting phase, support the development and presentation of preliminary findings and drafting of synthesis evaluation reports and annexes.
Develop communication packages for evaluations, such as evaluation briefs and support dissemination efforts.
Support the Regional Office for Asia and the Pacific evaluation function, including managing quality assurance of decentralized evaluations and providing knowledge management leadership.
Facilitate the use of evaluation learnings in UN Women efforts in the region and track Key Performance Indicators for the Asia and the Pacific region.
Submit monthly progress reports detailing work completed and deliverables finalized during that month.
Required Qualifications:
Advanced university degree in evaluation, international development, social sciences, or a related field is required.
A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of 2 years of professional experience in qualitative/quantitative data collection and analysis, and program or corporate evaluation is required.
Understanding of the UN system or experience working with an international organization is an asset.
Demonstrated experience in gender equality and women’s empowerment, gender mainstreaming, gender analysis, and gender-responsive evaluation is an asset.
Experience supporting or leading evaluation syntheses is an asset.
Experience with data analysis and visualization tools (e.g., Nvivo, Tableau) is an asset.
Educational Background: The position requires an advanced university degree in evaluation, international development, social sciences, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Experience: The consultant should have a minimum of 2 years of professional experience in qualitative and quantitative data collection and analysis, as well as program or corporate evaluation. Familiarity with the UN system or experience working with international organizations is considered an asset, as is demonstrated experience in gender equality and women’s empowerment.
Languages: Proficiency in English is required for this position. Knowledge of another official United Nations language, such as French or Spanish, is desirable and considered an advantage.
Additional Notes: This consultancy is office-based in Bangkok, Thailand, and the consultant is expected to work 20 days a month. A monthly rate will be paid upon satisfactory completion of tasks and deliverables summarized in a monthly report. UN Women will cover travel and related visa and terminal fees for the Thailand duty station, while the selected consultant will be responsible for accommodation costs. If travel outside the duty station is required, UN Women will arrange travel separately.
