Job Overview: The consultant will work under the supervision of the Livelihood and Economic Inclusion Officer based in Dakar. The primary responsibility will be to develop a comprehensive roadmap that addresses the diverse displacement situations in the Sahel region, Central African Republic, and the Sudanese displacement to Chad. This involves analyzing barriers and opportunities for advancing financial inclusion for forcibly displaced persons (FDP) in these areas. The consultant will need to consider security" style="border-bottom: 1px dotted #007bff !important;">security concerns, repatriation targets, and the specific needs of displaced populations to create effective strategies for financial inclusion that can support their livelihoods and facilitate their integration into host communities or their return to their home countries.
Duties and Responsibilities:
Conduct a thorough analysis of the current displacement situations in the Sahel region, Central African Republic, and Chad, focusing on the financial inclusion needs of displaced persons.
Develop a comprehensive roadmap that outlines strategies for enhancing financial inclusion for FDP, taking into account the unique challenges and opportunities in each context.
Collaborate with local stakeholders, including government agencies, NGOs, and community organizations, to gather insights and validate findings.
Identify key barriers to financial inclusion and propose actionable recommendations to overcome these challenges.
Prepare detailed reports and presentations to communicate findings and recommendations to relevant stakeholders.
Monitor and evaluate the implementation of the roadmap, providing ongoing support and adjustments as necessary.
Ensure that all activities are aligned with the organization's mission and strategic objectives.
Required Qualifications: The consultant should possess strong analytical skills, with a proven ability to assess complex situations and develop practical solutions. Excellent communication and interpersonal skills are essential for engaging with diverse stakeholders. The candidate should also have a deep understanding of financial inclusion principles and practices, particularly in the context of displacement. Familiarity with the socio-economic dynamics of the Sahel region and Central African Republic is highly desirable. The ability to work independently and manage multiple tasks effectively is crucial for success in this role.
Educational Background: A master's degree in economics, social sciences, international development, or a related field is required. Additional certifications in financial inclusion or related areas will be considered an asset. The educational background should reflect a strong foundation in both theoretical and practical aspects of economic development and humanitarian assistance.
Experience: A minimum of 5 years of relevant experience in livelihoods programming, economic inclusion, or related fields is required. Experience working with displaced populations or in conflict-affected areas is highly desirable. The consultant should have a track record of developing strategic frameworks or roadmaps for financial inclusion or similar initiatives. Previous experience in conducting assessments and evaluations in complex environments will be beneficial.
Languages: Fluency in English is mandatory, and proficiency in French is highly desirable, given the regions involved. Knowledge of local languages spoken in the Sahel region or Central African Republic would be an advantage, as it would facilitate communication with local stakeholders and communities.
