Job Overview: The EmergencyGrants Manager will be an integral part of Mercy Corps’ DRC Emergency Team, working closely with the Emergency Programs Director and other key personnel to ensure the effective delivery of impactful programming within the emergency response portfolio. This role is crucial in supporting the implementation of life-saving interventions, particularly under the SAFER program, which is a multi-donor funded initiative aimed at addressing humanitarian needs. The Emergency Grants Manager will be responsible for securing new funding opportunities, coordinating proposal development, and ensuring timely and quality donor reporting and communications. This position requires a proactive approach to managing grants and sub-awards, ensuring compliance with both Mercy Corps and donor regulations, and fostering collaboration with internal and external partners to enhance program quality and effectiveness.
Duties and Responsibilities: The Emergency Grants Manager will have a wide range of responsibilities, including contributing to the strategic direction of the Emergency Department, ensuring program excellence through continuous improvement, and identifying opportunities for innovative collaboration. Key duties include managing grants and sub-awards in compliance with regulations, overseeing program implementation to ensure timely delivery of activities, and ensuring accurate and timely reporting from partners. The role also involves coordinating new business development efforts, overseeing proposal development processes, and ensuring adherence to program management standards. The Emergency Grants Manager will represent Mercy Corps with donors and within the humanitarian community, maintaining effective communication and collaboration with stakeholders, and conducting monitoring visits to project sites. Supervisory responsibilities include overseeing the Deputy Emergency Grants Manager and ensuring the quality of donor reports prior to submission.
Required Qualifications: Candidates must possess internationally recognized experience in project or program and grants management, with a minimum of 5-7 years of experience working with European and US institutional donors. A strong background in grant management, proposal development, and partner coordination is essential. Candidates should have field experience in humanitarian and emergency programming, particularly with displaced populations. Excellent communication and stakeholder management skills are required, along with the ability to produce high-quality deliverables under tight deadlines. Candidates should demonstrate strong program management and financial skills, the ability to multi-task, and experience in coaching and mentoring. A proven ability to work effectively in multicultural teams is also necessary.
Educational Background: A relevant educational background is required, typically including a degree in international development, humanitarian studies, or a related field. Advanced degrees may be preferred, particularly for candidates with extensive experience in grants management and emergency programming.
Experience: The position requires a significant level of experience, specifically 5-7 years in grants management and emergency programming. Candidates should have a proven track record of working with institutional donors and managing complex programs in challenging environments. Experience in the DRC context is highly advantageous, as is familiarity with the specific challenges faced by displaced populations in the region.
Languages: Fluency in both French and English, spoken and written, is mandatory for this position. Proficiency in additional languages relevant to the DRC context may be considered an asset, enhancing communication with local stakeholders and communities.
Additional Notes: This position is based in Goma, DRC, with potential relocation to other Mercy Corps bases depending on the evolving context. The role requires up to 15% travel to support emergency programs, including travel to insecure locations. Housing is provided in shared accommodations, and staff will have access to medical services. The position is not accompanied, and candidates should be prepared for the challenges of working in a high-stress environment.
