Job Overview:
The position of National Consultant for the UNCT-SWAP Gender Equality Scorecard involves facilitating the assessment of gender mainstreaming practices within the UN Country Team (UNCT) in Syria. The consultant will play a crucial role in leading the development of the UNCT-SWAP report, which is a vital tool for measuring progress on gender equality initiatives. This role requires a deep understanding of gender issues and the UNCT-SWAP framework, as the consultant will be responsible for designing data collection tools, conducting assessments, and providing actionable recommendations for improving gender equality efforts. The consultant will work closely with various stakeholders, including UN agencies and the Gender Working Group (GWG), to ensure a participatory and comprehensive approach to the assessment process. The consultancy is expected to be completed within 25 working days, although the timeline may extend depending on the complexity of the deliverables. The consultant will work independently but will have regular meetings with the supervisor, which can be conducted remotely.

Duties and Responsibilities:
The consultant's duties and responsibilities include:
  • Preparation: Collaborate with UNFPA and UN Women to prepare for the UNCT-SWAP report.
  • Assessment: Design data collection and analysis tools, review relevant background documents, and conduct meetings with UN agencies and stakeholders to gather insights on gender mainstreaming practices.
  • Reporting: Write the report of findings based on the assessment conducted.
  • Validation: Share the report with the GWG, PMT, and UNCT for validation.
  • Finalization: Incorporate feedback and finalize the report. The consultant will also be responsible for analyzing data, scoring indicators, and facilitating working sessions to discuss performance areas with stakeholders.

Required Qualifications:
The ideal candidate must possess a strong commitment to gender equality and women's empowerment, with relevant work experience in gender issues, particularly within the UN system. Experience with the UN-SWAP framework is an advantage. The consultant should have excellent analytical and writing skills, as well as a sensitive attitude towards gender issues. Strong communication and interpersonal skills are essential for engaging with various stakeholders effectively.

Educational Background:
A Master's degree in gender equality, social and political sciences, or a related field is required for this position. This educational background will provide the necessary theoretical and practical knowledge to understand and address gender issues effectively within the context of the UNCT-SWAP framework.

Experience:
Candidates should have relevant work experience in gender equality and women's empowerment, particularly within the UN system. Experience with the UN-SWAP framework is highly desirable, as it demonstrates familiarity with the tools and methodologies used for assessing gender mainstreaming practices. The consultant should also have a proven track record of conducting assessments and producing high-quality reports.

Languages:
Proficiency in English is mandatory, as the report will be shared with the RCO and UNCT. Strong writing skills in English are essential for producing clear and comprehensive reports. Knowledge of additional languages may be considered an asset but is not required for this position.

Additional Notes:
This consultancy is home-based, with no required travel. The consultant will work independently but will have regular meetings with the supervisor, which can be conducted either in person or online. The consultancy is expected to be completed within 25 working days from the signing of the contract, although the timeline may be adjusted based on the nature of the deliverables.
