Job Description
Job Posting Organization:
The South East Asia and Pacific Multi Country Office (EAPMCO) was established in January 2023 following the merger of the Thailand Multi-Country Office and the Cambodia Multi-Country Office. EAPMCO supports, develops, and oversees the UNOPS portfolio of projects across 24 countries in North East Asia, South East Asia, and the Pacific. The head office is located in Bangkok, Thailand, and comprises nine business units, including operations in the Philippines. In 2024, EAPMCO implemented projects worth over USD 80 million in various sectors, including energy transition, digital transformations, and health, among others. UNOPS Philippines, established in 2016, focuses on sustainable project management, procurement, and infrastructure activities, supporting various government departments and civil society organizations to improve access to justice and health services.

Job Overview:
The Senior Project Manager will oversee the day-to-day operations of the Philippines Multisectoral Nutrition Project (PMNP), which aims to address malnutrition through comprehensive procurement services. This role involves managing project outputs within specified tolerances of time, cost, quality, scope, risk, and benefits. The Senior Project Manager will create implementation plans, utilize project initiation documents, and ensure that project outputs align with the business cases for both UNOPS and its partners. The position offers an opportunity to lead diverse implementation projects, innovate, and drive transformative change in project delivery, significantly contributing to the achievement of partners' goals in challenging environments.

Duties and Responsibilities:
  • Project Delivery and Performance: Develop and implement project plans, manage resources, ensure quality compliance, and monitor project progress.
  • Procedures: Comply with organizational policies, manage budgets and cash flow, and ensure timely payments to contractors.
  • Monitoring and Reporting: Prepare regular project and financial reports, evaluate performance criteria, and maintain project documentation.
  • Stakeholder Engagement: Develop stakeholder profiles, establish communication plans, and coordinate project communications.
  • Quality Assurance: Ensure compliance with audit requirements and coordinate quality reviews.
  • Knowledge Management and Innovation: Conduct capacity-building activities and share lessons learned.
  • Personnel Management: Lead and motivate the project management team, ensuring safety and security" style="border-bottom: 1px dotted #007bff !important;">security for all personnel.

Required Qualifications:
Candidates must possess a minimum of seven years of experience in project management, project development, or operational support, along with an advanced degree in relevant fields such as International Relations, Development Studies, or Project Management. Experience in nutrition, public health, or health projects is an asset, as is familiarity with UNOPS or other humanitarian/development agencies. Proficiency in computers and Google Workspace is desirable, and knowledge of UN/UNOPS procurement rules is advantageous.

Educational Background:
An advanced university degree (Master's Degree or equivalent) in fields such as International Relations, Development Studies, Political Science, Finance, or Project Management is required. A first-level university degree (Bachelor's Degree) combined with two additional years of relevant experience may be accepted in lieu of an advanced degree. Certification in Project Management (PRINCE2, PMI, etc.) is considered an asset.

Experience:
The position requires a minimum of seven years of relevant experience in project management, project development, or operational support. Experience working in the Philippines and managing multi-disciplinary teams is preferred. Candidates should have a strong background in administration, procurement, and stakeholder coordination, as well as experience in writing project reports and managing communications.

Languages:
Fluency in oral and written English is mandatory. Knowledge of Filipino/Tagalog is considered an asset, enhancing communication with local stakeholders.

Additional Notes:
The contract type is an International Individual Contractual Agreement (IICA) at the ICS 11/IICA 3 level, with an ongoing duration subject to organizational requirements and satisfactory performance. The duty station is Manila, Philippines, which is designated as a family duty station. The project extension agreement is expected to be signed in November/December 2025, and contracts will be issued only after this extension is finalized.
