Job Posting Organization:
The job posting organization is the Government of the Democratic Republic of the Congo, in collaboration with the World Health Organization (WHO) and the World Bank. This partnership aims to implement the Health Emergency Preparedness, Response, and Resilience Project (HEPRR-MPA) in the Democratic Republic of the Congo. The organization focuses on addressing the high prevalence and lethality of cervical cancer through the introduction of the HPV vaccine and improving access to quality healthcare. The project aligns with the WHO's global strategy launched in 2020 for the elimination of cervical cancer, emphasizing evidence-based interventions and intersectoral collaboration among stakeholders, including various ministries and communities. The organization is committed to maintaining high standards in preventing exploitation and abuse while ensuring environmental compliance and leveraging past achievements.

Job Overview:
The position of Data Manager is crucial for the successful implementation of the HEPRR-MPA project. The Data Manager will be responsible for establishing a digital platform for data collection, management, and analysis, which will facilitate the monitoring and evaluation of project activities. The role involves developing and implementing data management systems that comply with WHO standards, ensuring data quality through regular checks, and utilizing statistical software for data analysis. The Data Manager will also be tasked with interpreting results and providing actionable recommendations based on data insights. Training and capacity building for field staff will be a significant part of the role, ensuring that all personnel are equipped with the necessary skills and knowledge for effective data management. The Data Manager will work closely with various stakeholders to improve data management and circulation in real-time, which is essential for guiding project implementation.

Duties and Responsibilities:
The Data Manager will have a comprehensive set of responsibilities, including:
  • Development and implementation of data management systems: Designing tools and protocols for data collection, ensuring compliance with WHO standards.
  • Quality assurance: Conducting regular quality checks to maintain data integrity and implementing data validation procedures.
  • Data analysis and interpretation: Utilizing statistical software to analyze data, interpreting results, and providing recommendations based on findings.
  • Training and capacity building: Organizing training sessions for field staff and providing ongoing technical support regarding best practices in data management.
  • Managing and analyzing data collected for the HPV vaccination project and cervical cancer elimination efforts across six targeted provinces.
  • Collaborating with health zones and provincial health divisions to implement data collection, processing, and analysis strategies according to established operational protocols.
  • Inventorying standardized tools for data collection and training healthcare providers in their use.
  • Supporting the collection and sharing of key databases and ensuring the centralization of information related to vaccination and screening efforts.
  • Participating in various meetings to present activities, challenges, and proposed solutions.

Required Qualifications:
Candidates must possess a university degree in information/data management, computer science, statistics, applied mathematics, public health, GIS, or a related field from an accredited institution. A degree in public health is desirable, along with certified training in monitoring and evaluation. Candidates should have at least one year of experience in effective data management and information handling, with proven experience in using data collection tools such as DHIS2 Tracker, Kobo/ODK, Google Forms, and Zoho. Familiarity with data analysis and visualization software (e.g., MS Excel, SPSS, STATA, R, ArcGIS, Power BI) is essential. Specific competencies include knowledge of data management systems in emergency interventions, skills in data collection, evaluation, analysis, and monitoring in public health contexts, and the ability to work under pressure while managing multiple tasks.

Educational Background:
The educational background required for this position includes a university degree in relevant fields such as information management, computer science, statistics, applied mathematics, public health, or GIS from a recognized institution. A degree in public health is considered an asset, and certified training in monitoring and evaluation is also desirable.

Experience:
Candidates should have a minimum of one year of experience in effective data management and information handling. Proven experience in utilizing data collection tools and software for data entry, tracking, and management is essential. Experience in data analysis and visualization using various software tools is also required, along with a demonstrated ability to work in high-pressure environments and manage multiple tasks simultaneously.

Languages:
Fluency in French is essential, along with practical knowledge of English. Knowledge of local languages is considered a plus.

Additional Notes:
This position is classified as a National Professional Officer role, meaning that only applications from nationals of the Democratic Republic of the Congo will be accepted. The remuneration will be based on the UN salary scale applicable in the DRC for the NOA grade.
