Job Overview: The Programme Officer for Climate and Environment at UNICEF will play a crucial role in addressing the impacts of climate change on children and youth. This position involves evidence generation and knowledge management, where the officer will identify and organize data on climate risks affecting children, develop knowledge products, and synthesize best practices. The role also includes policy support and advocacy, where the officer will engage with partners to integrate child rights into national policies and produce advocacy materials. Additionally, the officer will establish partnerships and engage youth in climate decision-making, develop programs that empower children and youth, and support results-based planning and evaluation processes. Duties and Responsibilities:
Evidence Generation and Knowledge Management: Identify, collect, and organize data on climate risks affecting children; develop data products to inform policy and advocacy; synthesize lessons learned for protecting children from climate risks.
Policy Support and Advocacy: Engage with partners for policy advocacy; provide technical inputs to integrate child rights into climate policies; produce policy briefs and recommendations for advocacy.
Partnerships and Youth Engagement: Establish partnerships with various stakeholders; lead initiatives for youth participation in climate decision-making; facilitate capacity-building for youth advocacy.
Programme Development and Management: Develop platforms for youth engagement in climate decision-making; collaborate with organizations to foster sustained youth engagement; coordinate with partners for timely submission of reports.
Results-based Planning, Monitoring, Evaluation and Reporting: Support knowledge management systems; ensure integration of child-focused actions into program workplans; prepare inputs for reports and documentation.
Required Qualifications: Candidates must possess a Bachelor's Degree in environment, climate science, social and economic development, social sciences, or a relevant technical field. A minimum of 2 years of professional experience in policy, youth engagement, advocacy, or climate governance is required. Candidates should have a strong understanding of climate issues in Malaysia and experience working with young people in public policy development. Familiarity with government regulations and policies regarding climate and environment is advantageous. Strong interpersonal skills and the ability to work in a multicultural environment are essential.
Educational Background: A Bachelor's Degree in a relevant field such as environment, climate science, social sciences, or social and economic development is required for this position. This educational background is crucial for understanding the complexities of climate issues and their impact on children and youth.
Experience: At least 2 years of direct professional work experience at the national level in areas such as policy development, youth engagement, advocacy, or climate/environmental governance is necessary. Experience in stakeholder coordination, policy research, or civic engagement is desirable, and familiarity with the Malaysian government and its regulations is considered an asset.
Languages: Fluency in English and Bahasa Malaysia is mandatory for this position. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an asset, enhancing the candidate's ability to engage in diverse international contexts.
