Job Posting Organization: The OSCE Mission to Skopje is the longest-serving field operation of the Organization for security" style="border-bottom: 1px dotted #007bff !important;">Security and Co-operation in Europe (OSCE). Established to support host authorities in fulfilling OSCE commitments, the mission focuses on various critical areas including social cohesion, fundamental rights, gender equality, rule of law, good governance, integrity and anti-corruption, criminal justice, and police reform. The mission is actively involved in implementing projects aimed at enhancing security and stability in the region, particularly through initiatives like the Extra Budgetary project aimed at reducing the risk of weapon proliferation and misuse of small arms and light weapons in North Macedonia. The OSCE operates in multiple countries, promoting peace and security through its field operations.
Job Overview: The Project Assistant, Procurement and Contracting will play a vital role in supporting the coordination and execution of administrative functions within the project aimed at decreasing the risk of weapon proliferation in North Macedonia. This position requires a proactive approach to ensure efficiency and transparency in procurement processes. The incumbent will assist in preparing Terms of Reference and specifications for procurement needs, manage contract implementation, and ensure compliance with procurement budgets and expenditures. The role also involves logistical support for project events and liaising with various stakeholders to facilitate project activities. The Project Assistant will utilize ERP systems to manage requisitions and other administrative tasks, contributing to the overall success of the project.
Duties and Responsibilities: The Project Assistant will be responsible for a comprehensive set of duties including: assisting in the preparation of Terms of Reference and specifications for procurement; supporting contract management by monitoring compliance and performance; preparing documents for contract amendments; maintaining contract files and evaluating supplier performance; conducting supplier visits and inspections; processing invoices and verifying documentation; tracking procurement budgets and expenditures; preparing documentation for asset registration and customs clearance; coordinating logistical arrangements for project events; liaising with counterparts and facilitating their participation in project activities; drafting terms of reference for consultants; monitoring implementation and submission of reports by partners; utilizing ERP systems for requisitions and payments; and conducting computer-based searches to support project development.
Required Qualifications: Candidates must possess citizenship or permanent residence in North Macedonia, completed secondary education with formal training in project management, law, commerce, or public administration. Certification in project management or logistics management is desirable. A minimum of five years of relevant working experience in project management, particularly in logistics or contracts management, preferably within an international organization or mission environment, is required. Candidates should have knowledge of contract management and logistics, proven ability to develop specifications and conduct market research, and a high level of integrity. Practical experience with Business Enterprise Applications such as Oracle or SAP is desirable, along with digital literacy and proficiency in Microsoft Office and project management software. Excellent communication skills in English and local languages are essential, as well as the ability to work with diverse groups and integrate gender perspectives into tasks.
Educational Background: The educational background required for this position includes a completed secondary education, supplemented by formal training in relevant fields such as project management, law, commerce, or public administration. Additional certifications in project management or logistics management are considered advantageous and may enhance a candidate's suitability for the role.
Experience: The position requires a minimum of five years of working experience in project management, with a strong emphasis on logistics or contracts management. Experience should preferably be acquired in an international organization or mission environment, demonstrating the ability to handle complex procurement processes and manage contracts effectively.
Languages: Fluency in both spoken and written English is mandatory, along with proficiency in local languages. Strong communication skills are essential for effective collaboration with diverse stakeholders and for ensuring clarity in documentation and reporting.
Additional Notes: The contract duration for this position is initially set for 12 months, with the possibility of extension depending on the availability of extra-budgetary funding. The maximum foreseen project duration extends until December 202
The position is classified as a General Services level G5, and it is a full-time contracted role. The monthly remuneration is approximately EUR 1,534.75, subject to social security deductions, and includes social benefits such as participation in medical insurance and the OSCE Provident Fund. Candidates should be aware that the OSCE does not reimburse expenses related to interviews, tests, visas, or relocation. Additionally, appointments are subject to medical clearance, and the mandatory retirement age for contracted positions is 65 years.
