The OSCE Mission to Skopje is the longest-serving field operation of the OSCE, focusing on various critical areas such as social cohesion, fundamental rights, gender equality, rule of law, good governance, integrity, anti-corruption, criminal justice, and police reform. The OSCE operates in 57 participating states across Europe, North America, and Asia, employing thousands of staff members dedicated to its mission.
Job Overview: The National ProjectCompliance Officer will play a pivotal role in ensuring that the OSCE Mission to Skopje's projects are effectively planned, developed, implemented, monitored, and evaluated. This position requires close collaboration with Project and Programme Managers to ensure that all projects align with the programmatic outcomes and available budgetary resources. The incumbent will assist in the preparation and assessment of project proposals, ensuring they meet organizational standards and compliance requirements. The role also involves providing technical assistance in drafting project proposals, reviewing project relevance and effectiveness, and supporting the overall project management cycle. The officer will be responsible for maintaining communication with external donors and partners, coordinating project submissions, and ensuring compliance with financial and administrative instructions. This position is essential for enhancing the internal capacity of mission members regarding project management and ensuring that the OSCE's objectives are met efficiently and effectively.
Duties and Responsibilities: The National Project Compliance Officer will undertake a variety of responsibilities, including but not limited to: assisting the Chief of the Policy and Programme Support Unit in coordinating project preparation and evaluation; providing technical support to Project Managers in drafting project proposals; monitoring and evaluating projects to ensure alignment with organizational standards; organizing regular review meetings to assess project progress; preparing project monitoring analyses for the Chief, PPSU; ensuring compliance with organizational instructions and financial regulations; liaising with the Secretariat’s Programming Evaluation and Support Unit; assisting in the preparation of programmatic budget cycle documents; acting as the ExB Focal Point for project coordination; maintaining communication with external donors; reviewing project proposals for coherence; and building internal capacity on project management within the mission.
Required Qualifications: Candidates must possess citizenship or permanent residence in the Republic of North Macedonia. A first-level university degree in project management, social science, public administration, or related fields is required. Additionally, a minimum of two years of professional experience in project coordination or management, preferably within an international organization, is necessary. Candidates should have previous experience in project development, implementation, and evaluation, along with established networking and communication skills. Knowledge of the OSCE or a similar administrative framework is essential, as is proficiency in Microsoft applications. Candidates must demonstrate excellent written and spoken communication skills in both English and local languages, as well as a commitment to gender awareness and sensitivity.
Educational Background: The position requires a first-level university degree, which can be in project management, social science, public administration, or related fields. This educational background is crucial for understanding the complexities of project management and the regulatory frameworks that govern the OSCE's operations.
Experience: The ideal candidate should have a minimum of two years of professional experience in project coordination or management. This experience should preferably be gained in an international organization, providing the candidate with a solid understanding of the dynamics of project implementation and evaluation in a multicultural environment. Previous working experience in project development and evaluation is also highly valued.
Languages: Proficiency in English is mandatory, with excellent written and spoken communication skills required. Additionally, fluency in local languages is essential for effective communication within the region. Knowledge of other languages may be considered an asset but is not mandatory.
Additional Notes: The position is a full-time contracted role under a local contract with a fixed-term status. The monthly remuneration is approximately EUR 2,087.58, subject to social security deductions. Social benefits include participation in Cigna medical insurance and the OSCE Provident Fund. Appointments are typically made at Step 1 of the OSCE salary scale, with the possibility of higher initial appointments based on relevant experience.
