Job Overview:
The position of National Consultant for Voices from Sudan 2.0 is crucial in addressing the escalating risks of gender-based violence (GBV) in Sudan due to the ongoing crisis. The consultant will be responsible for generating rapid, ethical qualitative insights that will inform humanitarian programming, advocacy, and resource allocation. This role involves adapting existing tools for data collection, conducting focus group discussions (FGDs) and key informant interviews (KIIs), and analyzing data to produce actionable reports. The consultant will work closely with the GBV Area of Responsibility (AoR) and the Community of Women Against Violence (CVAW) to ensure alignment with national standards and ethical guidelines. The overarching goal is to provide credible evidence on GBV trends, service access, and community perceptions to enhance the humanitarian response in Sudan.

Duties and Responsibilities:
The consultant will undertake several key tasks over a five-month period, including:
  • Inception & Coordination: Conduct inception meetings with UNFPA and CVAW, review existing materials, and develop an Inception Report outlining objectives, methodology, and stakeholder engagement plans.
  • Tool Adaptation & Ethics: Adapt data collection tools from Voices from Sudan 1.0, ensuring they are culturally sensitive and ethically sound.
  • Field Team Preparation: Onboard and train facilitators for data collection, focusing on GBV ethics and trauma-informed interviewing techniques.
  • Data Collection: Implement FGDs and KIIs across prioritized locations, ensuring real-time risk monitoring and secure data handling.
  • Analysis & Reporting: Analyze collected data, produce a draft report with recommendations, and prepare advocacy materials.
  • Validation & Dissemination: Facilitate validation sessions with stakeholders, incorporate feedback, and submit final reports in both English and Arabic. Throughout the consultancy, the consultant will ensure compliance with ethical standards and maintain clear documentation of all processes and decisions.

Required Qualifications:
Candidates must possess an advanced degree in social sciences, gender studies, public health, or a related field. They should have at least 5-7 years of experience in GBV research or programming, particularly in Sudan or similar contexts. Strong qualitative research skills, a proven track record in ethical data collection, and familiarity with humanitarian coordination structures are essential. Additionally, candidates should demonstrate exceptional writing skills in English and have experience producing high-quality reports.

Educational Background:
An advanced degree in social sciences, gender studies, public health, or a related field is required for this position. This educational background is crucial for understanding the complexities of gender-based violence and the socio-cultural dynamics in Sudan.

Experience:
The position requires a minimum of 5-7 years of relevant experience in gender-based violence research or programming. Candidates should have a strong background in qualitative research methodologies and facilitation, as well as a proven ability to conduct ethical GBV data collection. Experience working in humanitarian contexts, particularly in Sudan, is highly desirable.

Languages:
Fluency in both Arabic and English is mandatory for this position. Candidates should be able to communicate effectively in both languages, particularly in writing, as the role involves producing reports and advocacy materials in both languages.

This consultancy is expected to last for five months, with specific deliverables outlined for each month.
