Job Overview:
The Supply Associate position is crucial for managing and supporting all activities related to the supply chain function within the UNHCR framework. This includes planning, sourcing, procurement, transport, shipping, customs clearance, warehousing, asset management, and fleet management. The incumbent will be supervised by a higher-level supply officer and will receive regular guidance and instructions. The role requires maintaining regular contact with other UNHCR offices, UN agencies, NGOs, government partners, and commercial contractors to facilitate the supply function. The Supply Associate is expected to support and monitor supply activities efficiently, ensuring the effective use of available resources. The position is based in Port Sudan, which presents unique challenges due to the operational context, including ongoing conflicts and logistical difficulties. The incumbent will play a vital role in ensuring timely and quality delivery of goods and services to persons of concern, while adhering to UNHCR's core values of professionalism, integrity, and respect for diversity.

Duties and Responsibilities:
The duties and responsibilities of the Supply Associate include:
  • Supporting supply chain activities in compliance with UNHCR rules and procedures to ensure timely delivery of goods and services.
  • Preparing delivery plans for relief and non-food items based on operational needs and updating information in UNHCR IT systems.
  • Applying UNHCR's sourcing and procurement strategy for purchasing commodities and services, ensuring timely customs clearance.
  • Maintaining accurate records of supply activities and providing timely reports.
  • Evaluating purchase requisitions for compliance with specifications and delivery dates.
  • Drafting and dispatching quotation requests and assisting in the evaluation of offers.
  • Preparing Purchase Orders and monitoring the transport of ordered goods.
  • Providing guidance on UNHCR procurement policies to support operations.
  • Compiling and analyzing supply chain data to assist in decision-making. 1
  • Tracking progress of operations and providing guidance for timely implementation. 1
  • Managing storage of goods and coordinating supply activities with partners and contractors. 1
  • Implementing effective asset and fleet management practices. 1
  • Identifying and managing risks impacting supply objectives. 1
  • Performing other related duties as required.

Required Qualifications:
The required qualifications for the Supply Associate position include:
  • A minimum of 3 years of relevant experience with a High School Diploma, or 2 years of relevant experience with a Bachelor’s degree or higher.
  • Relevant fields of education include Trade, Business Administration, Economics, Marketing, or a related field.
  • Essential certificates and licenses include those related to procurement and logistics training, such as IAPSO and UNPD.
  • Strong experience in warehousing and inventory management, customs clearance, and logistics operations, particularly in hardship locations.
  • Proficiency in IT and computer literacy, particularly in supply chain management software.
  • Strong analytical and problem-solving skills, with the ability to manage inventory incidents effectively.
  • Experience in supervising and coaching local labor and transport service providers.

Educational Background:
The educational background required for the Supply Associate position includes a High School Diploma or a Bachelor’s degree in a relevant field such as Business Administration, Economics, or Logistics. Additional certifications in procurement and logistics, particularly those recognized by UNHCR, are highly desirable. Candidates should also have a solid understanding of supply chain management principles and practices, as well as experience in using relevant IT systems and software for supply chain operations.

Experience:
Candidates for the Supply Associate position should have a minimum of 3 years of relevant experience in supply chain management, logistics, or procurement, particularly in humanitarian or development contexts. Experience in managing warehousing and inventory operations, customs clearance processes, and transportation logistics is essential. Familiarity with the operational challenges faced in hardship locations, such as those in Sudan, is highly advantageous. Previous experience working with UN agencies or other humanitarian organizations will be considered an asset, as will experience in emergency logistics operations.

Languages:
The mandatory language requirement for this position is proficiency in English, as well as knowledge of the UN working language of the duty station, which is Arabic in this case. For General Service jobs, knowledge of English and/or the UN working language is essential. Fluency in Arabic is considered an asset, and candidates with additional language skills may have an advantage in the selection process.
