Job Overview:
The Senior Public Health Associate plays a crucial role within a multidisciplinary team, ensuring that UNHCR's public health programs adhere to both UNHCR and global health standards. This position is vital for minimizing avoidable morbidity and mortality among forcibly displaced and stateless individuals, contributing to the achievement of the Sustainable Development Goals (SDGs). The incumbent will oversee various public health programs, including primary and secondary health care, sexual and reproductive health, nutrition, and mental health support. The role involves providing guidance to partners on UNHCR's public health responses and advancing the concepts outlined in UNHCR's Global Public Health Strategy. The Senior Public Health Associate will also work towards integrating refugees into national health systems and programs, ensuring that their health needs are met effectively.

Duties and Responsibilities:
The Senior Public Health Associate will support the implementation of public health programs in collaboration with partners and health authorities, ensuring a coordinated approach. Key responsibilities include contributing to public health programming that enhances refugee access to national health systems, participating in emergency responses to refugee influxes and disease outbreaks, and gathering information for assessments to identify health needs. The incumbent will work closely with various units in program planning and monitoring, ensuring intersectoral collaboration throughout the program cycle. Additionally, the role involves implementing UNHCR Health Information System tools, supporting capacity strengthening of partners, and managing risks related to public health objectives. For country operations, the associate will support emergency preparedness and response planning, ensure compliance with health standards, and facilitate community engagement in health programming. For regional bureaux, the role includes coordinating public health programs across regions and documenting best practices for dissemination.

Required Qualifications:
Candidates must possess a minimum of four years of relevant experience with a High School Diploma, or two years of relevant work experience with a Bachelor’s degree or higher. Essential qualifications include experience in public health programming, understanding of health systems, and proficiency in data collection and analysis. Desirable qualifications include experience in public health emergency preparedness, humanitarian settings, stakeholder engagement, health information systems, and the provision of quality-assured medicines and medical supplies. Functional skills required for this position include project monitoring and evaluation, public health epidemiology, and community health data collection and analysis.

Educational Background:
The educational background required for this position includes a High School Diploma as a minimum, with a Bachelor’s degree or higher being advantageous. Relevant fields of education include Medicine, Nursing, Public Health, and Epidemiology. Certifications in these areas are also beneficial, particularly those related to public health and epidemiology.

Experience:
The position requires a minimum of four years of relevant experience for candidates with a High School Diploma, or two years of relevant experience for those with a Bachelor’s degree or higher. Experience in public health programming, emergency preparedness, and humanitarian settings is essential. The candidate should also have experience in coordination and stakeholder engagement to achieve public health goals, as well as familiarity with health information systems and the provision of medical supplies.

Languages:
Knowledge of English is mandatory, along with proficiency in the UN working language of the duty station if it is not English. For General Service jobs, knowledge of English and/or the UN working language is required. Local language proficiency is also beneficial for National Professional jobs.
